Iakov Xhuglini (14th September 1966) is the current Head of State of Viliakmon, holding the honorary titles of "The Founder" and "The Highest Commander of The True United National Army". Interestingly, even if foreign affairs are handled through "The Office of The Head of State", he holds no permanent position in that institution, neither is it his official nor personal place of residence. However, it is through his honorary and not official title, "The Founder" and "the Head of State" respectfully, that he is allowed to pass "Decrees" in Viliakmon; making him the only permanently extraconstitutional entity-citizen in Viliakmon.

Prior to becoming the Head of State, the closest existing occupations that he could be associated with would be "scholar", "essayist", "speaker", "professor", "academic" or simply "politician". During the 1980s and 1990s, he frequently published "observations" in the field of sociology, commenting on the dire situation of Viliakmon at the time. These publications reflected then his own personal state, as he was homeless. After assuming office, he would continue publishing "observations" under the pseudonym of "KHSH", an archaic writing for the messenger of the God "Chaos". However, these works include studies in neuropsychiatry and mass psychology. When combined, his academic works are one of the most substantial from all Heads of States in Pacifica.

Little is known of Iakov's personal life after assuming office in 1998. It's confirmed that he was married some time between 1997 and 2000, but it isn't known to whom. Thereafter, it is rumored that he has a daughter born some time in the early 2000s. His personal place of residence is unknown, though it is known that his mother, Stanka Guli, would move out of her own family home some time in the early 2000s, presumably to live with Iakov and his family.

As of August 2022., Iakov is confirmed to have a daughter, Tayna Xhuglini who has gained popularity among the Viliakmoni. Iakov Xhuglini has temporarily been absent from the public and political life of Viliakmon since 27th of September 2022.


Family Heritage

Iakov Xhuglini was born on 14th of September 1966 in the mountainous city of Prìlÿep. Xhuglini’s ancestral roots come from Trgoviște, a village near Aelbasan, the largest city in Viliakmon. His parents, Adrihan Xhuglini and Stanka Guli, had moved to Prìlÿep during the internal conflicts in Viliakmoni territory (1944-1961).

Originally a geologist, Adrihan was still prosecuted during the Karwatini Clan regime (1944-1981) for his fathers’ cooperation with the Berkshuta Clan during The Total War of Aggression (1931-1944). As such, Adrihan and his family were forced to move from Aelbasan, his personal choice being as far away as possible but still well developed enough for him to get a job and sustain his family. In Prìlÿep, Adrihan worked as a clerk for the Mocioni Clan in the town hall. After the main members of the Karwatini Clan were assassinated by unknown attackers using improvised explosive weapons in 1979, the remaining family members became paranoid. This lead to an en masse execution of all who the Karwatini considered suspicious, including Adrihan, whom they’ve killed in 1980.

Iakov’s mother, Stanka Guli, was the daughter of Konsta Guli, a resistance fighter during The Total War of Aggression (1931-1944). Konsta was part of the Committee For Insurrectionist Revolutionaries, lead by the Naumović Clan. Iakov’s maternal grandfather would lose his life fighting against the Occupying forces in 1943., receiving commemoration from the Committee who continued to operate even after the war had ended. During their exile in Prìlÿep, Stanka went from being a prominent linguist to working as a primary school teacher. It was only after her husbands’ murder that Stanka would choose to disappear from Karwatini Clan’s records, moving back to her own birthplace with her son – the coastal city of Dürrax.

Early Life

It’s interesting now that one could trace a sudden change in Iakov’s behavior after his fathers’ execution, moving away and enrolling into high school within one year. Comparing testimonies of his primary school peers back in Prìlÿep with those of his teachers and other students during high school in Dürrax. His initial behavior would be described as being ‘Nearly hyperactive, he always had a joyous look on his face, as if his lips naturally curved into a smile. Didn’t study very much and I remember that our teachers would always call him out for being troublesome. We and the other kids would spend most of our time in the forest, just wasting time… He never spoke very much, though I recall that during one of our hang-outs, Iakov had an incident after riding his bike from a very steep hill. We, me and the other kids, we were worried and ran after him. It was a shock that he landed in the bushes without a visible injury.’ During high school and later military service, Iakov was characterized as being ‘introspective’, ‘a terrible student but he always spent a lot of time reading textbooks which weren’t in the curriculum’, ‘having a very focused expression – eyes wide open’. While serving in the military, his sergeant would later note, ‘not a very memorable conscript, which is, when compared to the usual flock of young soldiers back then, a compliment’.

Aelbasan Years & Rise to Prominence

Despite his mothers’ worries, Iakov would apply for The University of Aelbasan in 1986. After the Karwatini were finally ousted and their entire lineage killed in blood feuds (1981), Viliakmon had once again fallen into the turmoil of Clan infighting. Aelbasan, still the largest and then still the capital city, remained the primary goal for every Clan and their organization. By the time Iakov had applied for University, the conflict had crystalized between three main Clans: The Bushati from Monasteria, the Armantinsky from Prìlÿep and finally, The Spata from Orchidae. Iakov ended up being accepted into the University; choosing to major in Sociology, the faculty of which was at the time divided between Spata and Bushati Clan supporters.

It was during the fourth semester when Iakov finally gained public attention. During lectures on the course of ‘Modern Approaches to the Sociology of Cultures’, Iakov interrupted the professor and acussed him of "Brainwashing future scholars by trying to divide our one country among ethnic groups, fronting as a lecture on cultural dif-" the professor tried to "interrupt this theatrical performance" which only caused Iakov to leave his seat, raise his voice and move in such a way as he was holding a speech in front of the other students; "This paid propaganda writer wants us to learn about how we can divide our country even further. We have been paying with blood and tears since 1931. to further deprive ourselves of A UNITED COUNTRY in the interest of a few local chiefs…" Iakov calmed down and turned towards the professor "Local chiefs, Clans, fake institutions, who repay us back greatly…by killing entire families, killing children because their three times removed great Granduncle took a parcel of land." There was a quiet snicker among the student crowd at the last phrasing. There was a long silence, the students were alerted and interested. However, Iakov then left the room uttering out a single "Goodbye." to the professor.

The professor really did work in the interests of the Bushati Clan. It was later revealed that he was underqualified for the job but that Emil Bushati, Head of the Sociology Committee, gave him the job after accepting a bribe. Nevertheless, Iakov was sanctioned by the University and forced to suspend his studies no less than four years. Despite rumors of a lawsuit by Emil Bushati against Iakov Xhuglini being under work, the latter chose to remain in Aelbasan until 1988. Having heard of the incident, The Spata Clan became interested in Iakov. During those first two years of suspension, during which Xhuglini was homeless and survived off of petty theft, The Spata Clan gathered information on the young student. They’ve contacted the rivaling Armantinsky to gather information about his life in Prìlÿep, this was a moment where the two Clans entered reconciliation and formed a pact against the Bushati Clan. Furthermore, both The Spata and The Armantinsky travelled to Dürrax. They’ve met up with Iakov’s mother in secret and learned about Iakov’s familial connection to the Berkshuta and Naumović clans, both of which were at this point respected for their resistances during The Total War of Aggression. Dürrax itself was at the time the last neutral territory, where the most prominent Clans were The Vehşi – a ‘nouveaux riche’ family who got into prominence through shipbuilding and trade on the coast and The Xheni – who were an almost ancient family, surviving as generational priests since the 18th century.


Ochridae Offer & the FFE

Iakov Xhuglini received an invitation from The Xheni Clan to visit Orchidae; they offered him shelter in a local monastery as well as ‘a transfer of your bachelor progress to The Orchidaean University – where you would be placed into the eight semester’. Living in such deprivation for two years, Xhuglini accepted the invitation almost blindly. Completing his Bachelor Degree in 1989., Iakov remained unaware of what has been going on for the past three years concerning him. During his senior year, he published Masters-level studies concerning the state of Viliakmon, commenting on what should be ideally done and what could be done while offering citations. These essays were carefully read by the four Clans which met in Dürrax and had an interest in Iakov. Taking a year-long pause after finishing his senior year before enrolling into Masters, Iakov formed a scholar organization titled ‘The Forum of Free Associates’.

The First Congress of FFA was held in Orchidae in 1990. It was attended by his former colleagues from Aelbasan, independent scholars from other cities, most of the University of Orchidae and (under the guise of academics) representatives from The Spata, The Armantinsky, The Vehşi and The Xheni Clans. The representatives reported that ‘’this child you have asked of us to inspect proves to be a convincing speaker and an even better writer, though the structure of this Forum, or what it was intended to be for, is not adequate for any national ambitions’’.

In 1992., finishing his Masters degree, Iakov Xhuglini held The Second Congress of FFA, this time expanding its’ portfolio to include ‘’all peoples of Viliakmon who wish to live as all other nations do’’. The Second Congress, situated this time in Prìlÿep, was attended by a crowd of around 2,000 people. It was after this event that Iakov became officially contacted by all four allied Clans, who offered him substantial payment if ‘’he were to devise a detailed national plan of unification, which could, within no less than 10 years, be actually successful’’.

The Constitution

Prolonging the holding of the next FFA meeting, Iakov Xhuglini began his work on creating the principles and legal framework for what a united Viliakmon should look like. Finally, in 1996., the Third Congress of FFA was held, where The Constitution of The Associated Clans of Viliakmon was presented to attendees. It was met with great admiration from around 10,000 gatherers in a small town of Bayanak near Aelbasan.

Gathering the support of both the people, the four major Clans and local chiefs at the Third Congress; Iakov Xhuglini decided to reject the subsidies offered to him and instead ask for ’The best trained militias of your respectful Clans or their associates to meet me in Ochridae. It has come to my attention now that in order to end all feuds, I myself must have blood on my hands, for the same reason I became known for, 10 years ago…’

The Long March

On the 15th of September 1996., a day after Xhuglini reached the age of 30, an army of 57,000 soldiers gathered in Ochridae. Having changed his mannerisms over the past 10 years, Iakov chose not to greet them on a platform, but openly, on the field, as equals. He knew this was a risk as he could very well be betrayed but later said ‘’My life has been nothing and would have been nothing either way. If I was to be killed that day, nothing would have changed. If I was to triumph that day, everything would change.’’ Iakov Xhuglini frontlined The Long March (15th September-23rd September) from Orchidae to Aelbasan to face the opposing forces of the Bushati Clan.

What was expected to be a bloodbath ended in the murder of the Bushati Clan, whose 35,000 forces from Monasteria, upon first contact with Iakov Xhuglini on the streets of Aelbasan, turned 180 degrees and shot all members of the Bushati Clan. Iakov Xhuglini was pronounced ‘The Highest Commander of The True United National Army’ by the generals of the now united forces of 92,000 soldiers, in Aelbasan on the 24th of September, 1996.

Head of State and Consolidation

Two years later, during the final Fourth Congress of FFA, on the 19th of November 1998., Iakov Xhuglini became The Head of State of The Associated Clans of Viliakmon, after presenting further general laws and directions which the country should follow in order to finally rebuild itself in peace.

Not much has been known about Viliakmon nor Iakov Xhuglini since 1998. as a foreign policy of total isolation was pursued until the 31st of August 2022. Foreign reports estimate that this isolation was ‘’In the mind of Iakov and the people, necessary to (re)build a country within 24 years, after it has been at war for 65 years’’.

Personal Life

Identity

Ethnically an Arromanean, Xhuglini grew up speaking the Arromanean language the Bregoderean language until the age of six or seven. It has been argued that his ancestry was Bregoder, because his heterogenic make-up of the genotype and endophenotypal characteristics are typical to those of Bregoder ethnicity, but he rejected the Bregoder identity. He wasn't proud of the supposed Arromanean ancestry, either. However, he saw it as a more flexible language which all three major ethnolinguistic groups in Viliakmon could understand. According to Xanthoff of the Spati clan (who was observing his studies, attended the FFE and remained a close friend to Xhuglini), despite Iakovs' affinity for the Bregoder, he declared himself to be "Viliakmoni" after 1992. Xanthoff was of the view that: "By 1998., Iakov became tri-national: Arromanean by nationality, "Viliakmoni" by loyalty & citizenship and Bregoder by genotype"

Personality & Appearances

Iakov had a hoarse voice (most likely caused by chain-smoking habits) and when Austral did so slowly, carefully choosing his phrasing. According to Ed of Xhesi Clan, Iakov's speaking style was "simple and clear, without flights of fancy, catchy phrases or platform histrionics (...) He possessed a specific type of orator skills, almost hypnotic." His writing style was similar, being characterised by its simplicity, clarity, and conciseness; albeit suffering from abstractions and writing on themes which demanded dealing with abstract concepts.

During his youth, Iakov cultivated a scruffy appearance in rejection of upper-class aesthetic values he encountered in Aelbasan. By 1993., he grew his wavy hair long and often wore an unkempt beard. For clothing, he dressed simply but (by reports of his family) "Iakov preferred expensive, old clothing (...) A dark brown long-coat with a standard, plain, white shirt underneath (...) He's (up)kept his boots from the time of serving in the military, even wearing them during the warm seasons." He's described as being lifelong, chain-smoker, who smoked both a pipe and cigarettes. Apart from Abuse of prescribed stimulants, he had few material demands and lived plainly, with simple furniture.

As leader of the Associated Clans of Viliakmon, Iakov typically awoke around 0500AM, always skipping breakfast and having lunch between 1300PM and 1400PM (usually consisting of fresh, red meat) and dinner served between 1800 and 1900, almost always consisting of fish & alkaline vegetables. As leader, he rarely left Viliakmon, exceptions being diplomatic visits; he disliked travel, especially with family. Some attribute this workaholic nature as an escape from his family life.
