Viliakmon, officially the Associated Clans of Viliakmon, is a self-proclaimed "highly localized representative-democratic" state located on the western coast of the Cordilian continent. It is home to 29,851,000 inhabitants, highly diversified in their ethnic and religious heritages, a division mainly disregarded as a standard for identity among the locals. However, the Viliakmoni have historically been very divided between various local Clans, a tradition dating back to (what the archeologists now believe to be) the Neolithic period. As such, the Clan-based identity has always been a major issue for the Viliakmoni territory to be organized into a single state. This lead to to isolation from the international community and small-scale but countless blood feud conflicts within the Viliakmoni. These distinctions were made worse during The Total War (1931-1944), where Clans began forming resistance movement factions, sometimes based around ideology. It is to be noted that it was also the cause for Viliakmon mostly liberating itself in 1944., without foreign aid. However, international recognition wouldn't come until 1961., when Viliakmon was granted international recognition due to its' neutrality during The Great War. Todays form of Viliakmon (1996-1998), is centered around The Constitution, written and re-adjusted by Iakov Xhuglini, The Founder of the "Associated Clans of Viliakmon" and Head of State for life.

The Arromanean language is a specific variant, originating at first from the "Proto-Tarnian language in north-west Bailtem, making it in a way part of the Tarnian language family. It's thought that a group of tribesmen, until then mainly shepherds, migrated from Terelia, located in the north-east of Cordilia, since the country was exposed to many outside raids and invasions. Eventually, the travelling tribesmen began living as nomadic people, following the central mountain chain in Cordilia, until arriving at what is now Viliakmon. Interacting with already residing tribesfolk in these territories who also lead a nomadic lifestyle, the Arromanean language was naturally born, experiencing influence from Bregoderean and Kretti speaking Clans. Eventually, a predominant version of Arromanean dialect was formalized into being the basis for the official Arromanean language - the Tszintszin dialect. It is because of this natural progression that Arromanean is the official language of Viliakmon, as it is understood by even the most remote Clans living in the least populated settlements.

Etymology:

The meaning of 'Viliakmon' stems from the proto-Arromanean word for "steppelands" which is ''Vili'', the "Akmon" part is shrouded in the aformentioned Paleolithic period. Anthropologists claim that "Akmon" comes from some unknown variant of proto-Bregoderian, though they can't discern what it meant as any sign of its existence is now untraceable in the Bregodarian language. Linguists, on the other hand, claim that "Akmon" is merely a modern adaptation of proto-Krettian naming one of the rivers flowing into the main Cordilian Ocean, "Halakhaos". However, linguists are unsure whether "Halakhaos" was referring to the river, the Ocean or recalling the Chaos God by which "Hala" would even in modern Krettian stand for "Holy Dome".

History:

Prehistory:

The Neolithic revolution appears to have begun between 7,000 and 9,500 years B.C.E., depending on source of evidence. Namely, the latter date shows evidence of "a shallow-grave, fish-diet Nomad culture which frequented the Halakhaos river", while the former as evidence uses pottery and paintings made worshipping a strange tentacle-shaped one-eyed creature, now believed to be Khaos. The first Runnic Scripts of Proto-Bregoderean and Proto-Kretti are traced to 5,300 B.C.E., while resembling their latter counterparts they're nearly incomprehensible by themselves. An "extinction" of these cultures occurred around 4,650 B.C.E. where archeological evidence suggests that an early Bronze Age civilization took place, descendants of at the time (and currently) unknown culture nor origin. Evidence of this civilization can be found from Mount Hope to the Gulf of Good Omen, suggesting they were either successful Nomadic conquerors or an imperial pseudo-state. They left with them an actual script coined "Alphabet A-H-K", though it hasn't been deciphered to this day. Supposedly very advanced, this civilization seems to have suddenly disappeared around 1,500 B.C.E., with scholars dubbing it "Bronze Empire Collapse". The Neolithic period and the Antique History are closely intertwined, leading to most Viliakmoni scholars believing there to be "one thousand year of silence" after the "Bronze Empire Collapse".

Ancient History:

The Ancient Period in Viliakmon can be divided from ~6. century B.C.E. recovery from the one thousand year period of silence following the Bronze Age Civilization Collapse. "Eon of Recovery" can generally be viewed from around 600-500s B.C.E. to Year Zero C.E. Pre-Bregoderia and Pre-Krettia would emerge using variations from the Runnic Script found in the Paleolithic Period. The "New Runes" would lose a lot of symbolic elements from the original Runes so they are between an alphabet and a sign language. However, it's important to point out that the New Rune Script took no inspiration from the Bronze Age "Alphabet A-H-K" (referring to Alphabet Alpha and Beta), which remains to be deciphered to this day.

"Eon of Struggle" can be viewed as starting from Year Zero C.E. until the Halakhaos Age starting at exactly 368 C.E. The Halakhaos Age began when supposed ancient Aegeans visited South Cordilia on a missionary quest of converting the local population to "Religion of The Abraham" (referring to early Christianity as to leave the Council of Nicea and the 1054 schism open). Two monasteries, supposedly held by the Pre-Bregoderians, would develop a unique alphabet, The "Methodical Script Alphabet" (referring to Cyrillic), which would serve to translate the Ancient Scripts from Aegean into roughly modern-day Bregoder and Kretti. The Methodical Alphabet would also serve as a useful source for translating the "New Runes" of Pre-Bregoderia and Pre-Krettia into again, roughly modern-day Bregoderean and Kretti languages.

This Halakhaos Age would last from 368 missionary quests to the Volcanic Eruption of 611, which is when Ancient History of Viliakmon stops and the Medieval Period begins.

Volcanic Eruption of 611 and Civilization Collapse:

The Volcanic Eruption of 611 seems to be linked to a series of increased tectonic movements on the continental shelves causing a series of Volcanic activity in South Cordilia. "Volcano of the Restless Spirits", located somewhere at the beginning of the River of Zlartë, is specifically linked to 611 erruption.

Supposedly, this lead to "300 years of darkness" emerging from the ashes of the eruption, severe and long-lasting droughts appearing in South-East of Viliakmon and the territory itself becoming locked inside itself as mountain ranges around Viliakmon began to connect. From the newly-formed deserts in the South-East, Kretti-speaking tribes would arrive with "A reinterpretation of Abrahamic Scripts" (referring to Islam though keeping it vague), though the source of this cult-turned-religion is still unknown.

The Bregoder saw the Krettian acceptance of this reinterpretation as breaking the Halakhaos Peace Treaty and conflict ensued. The High Middle Ages would occur at the turn of the millennia marked by; the Bregoder tribes returning to their Nomadic lifestyles, the arrival of Arromaneans and the Founding of Ochridae in 1375. They would end with the Mutual Defense Pact of 1683.

The Mutual Defense Pact 1683:

The Mutual Defense Pact of 1683 marked the beginning of the "New Ages" in Viliakmoni territory. The beginning of this period is all clan chiefs signing the "Mutual Defense Pact" in 1683, it ended with the beginning of "The War of Total Aggression" in 1931. With the arrival of Arromaneans in South Cordilia, their settlement within Viliakmoni territories and slow assimilation into both Kretti and Bregoder cultures, the territory saw a third distinct cultural group settle within it.

With a third group permanently settling themselves in Viliakmon, you naturally got a domestic mediator for free. Over time, interior conflicts based around ethnic cultures slowly ceased to exist. At the same time, both ethnic groups have experienced 1.5 millennia of interbreeding, making them distinct only by culture. In 1683, on the flat terrain of Halakhaos river, clan chiefs would meet and sign The Mutual Defense Pact, essentially though not formally uniting the territories of Viliakmon into a single entity. The Pact itself was more of an alliance, where "if a single clan was subject of an exterior attack, all other clans are to view this attack as an attack against themselves [...] Each clan residing within this territory is to defend every other clan in the event of an exterior attack [...]"

Globally, the New Ages mark the rise of colonialism. However, in Viliakmon, the New Ages mark the beginning of building a united state. As such, the New Age is viewed positively and can be divided by the "Age of Settlements" where the Nomadic lifestyle would slowly die out in favor of building permanent urban settlements; and by the "Age of Industrialization" during the course of which an actual united nation-state would be created. The latter Age would end with the highest average living standards in Viliakmoni history, at least until then. New Age ends with the The Total War beginning in 1931.


The Troubling Times (1931-1996):

Called by the local population as "The Troubling Times", the Modern began with The Total War of Aggression in 1931. which would last until 1944., when Viliakmoni tribes would eventually liberate themselves. However, this was soon followed by the Karwatini Clan Regime which did say Viliakmon gain international recognition in 1961. but who were brutal in their rule. The height of Karwatini brutality was reached after 1980. when their leading member was killed, after which a purge of suspects was conducted, ending in about 1,250,490 deaths. This genocide left the Karwatini extinct by 1981. "Contemporary" history is calculated either from 1996. when The Constitution was adapted or from 1998. after "The Long March".

Timeline of 2022. Events (Domestic):

2022 7 August-2 September Pax Mafioso On the 7th of August, a whistleblower in the Ministry of Law Enforcement released documents linking 1/4th of the Viliakmoni police forces, the incumbent Minister of Law Enforcement, 1/7th of the Viliakmoni Intelligence Agents and the incumbent Minister of (formerly called) Secret Agency to the criminal underground. This lead to declaring a state of emergency in which the Office of the Head of State conducted "Operation Shakedown" aimed at purging the MLE and MSA of corrupt officials using the V.A.F. and the Military Police. During the Battle of Mount Hope on the 17th, the former MSA Blyutanov was forced to flee after his hide-out was found. The Battle of Mount Hope was lead by (then sergeant) Barletty commanding a mere Platoon against 150 former Secret Agents & the cooperating Hafashashiri and Buggdi Clans. Blyutanov was found in Mount Tekar on the 24th by Tekar police forces, after which he was extradited to Viliakmon and sentenced to 40 years imprisonment and ending "Operation Shakedown" on the 26th of August.

The cooperating criminal underground was mostly killed by other mafia Clans for breaking the Omerta Oath. The Pahsmeta Clan were massacred by molotov bombardment of their family house in Terkdo Street, Prilyep on the 10th. Two other minor families were killed in Sisli, Ikaranaraby the Vehsi Clan on the 11th and in Vailen, Emerald by the Lishnikoff Clan on the 12th. This lead to the underground "War of Ten Families" (10th of Aug-2nd September) in which 5 oath-breaking Clans (Simnovsky, Georrgivsky, Zoror, Khardin and the Prilyep Monastic Order) engaged in mafia warfare with 5 oath-keeping Clans (Xhani, Vehsi, Lishnikoff, Spota, Tamir). The only two entirely surviving Clans were the Vehsi and the Lishnikoffs, with the Tamir, Khardin and Simnovsky barely surviving with 2-4 members left alive.

2 September-14 September Crash of the Black Market With most of the criminal underground killing itself off, the Black Market experienced a crash in production, delivery and supply. This put massive stress on the legal counterparts (namely low-credit-loaning banks, pharmaceutical companies and bureaucratic clerks) to fill in the demand. Despite resulting in the rise of the private market in Viliakmon, the Crash lead to the Executive Crisis.
14 September-30 September Executive Crisis Dubbed 'the executive crisis', the events involved the Lishnikoffs receiving help from the Viliakmon state itself by creating a Private Military Company front which was to be used by Xander Sven in Emerald, in exchange for the Lishnikoff Clan gaining influence in the territory.

Then incumbent Minister of Armed Forces Barletty visited Kliegme with an investigative officer who was leading a case to solve the disappearance of the Minister of Secret Service, Emil Tamir. Upon returning to Viliakmon, Barletty allegedly got an order from the Minister of Law Enforcement to kill the investigator as to leave 'The CobWeb Conspiracy' and the Lishnikoff Plan a secret. Both Ministers were imprisoned on the 19th of September by the V.A.F. Chief of Command Zihexh and the Head Commander of the Military Police, Baablyuni after resisting arrest and causing gunfights on the streets of Ochridae between the MP & V.A.F. against their personal guardsmen. Upon arrest, all of the captured surviving guardsmen were killed in front of the doors to the Military Court before the eyes of both Ministers, on the command of CoC Zihexh. The crisis ended upon the return of MSS Emil Tamir to Viliakmon on the 30th of September, only to resign.

2022 Census:

Viliakmon 2022 census was the first properly protocoled and widely partcipating national census conducted by numerous coordinating NGO's with T.C.P. and international indexing organizations allowed to form permanent oversight groups. It began around on 05.07.2022. and was published on 17.10.2022. due to lack of administrative funding and needing to fact-check the information conducted. Viliakmon was split into 22+4 Districts and the census results were published by 4 "City Districts" and 3 "District Groups". The national standard for being considered a "City District" rose from 500,000 people within 1 district to 750,000 within 1 district.

Government:

The Constitution:

The Constitution of Viliakmon covers the basic legal framework and limits of the government.

Some important parts are outlined in Article III specifically; including:

"1. Viliakmon recognizes the DUTY of self-armament for it's citizens. (1a) All citizens who are capable and of adequate age will attend compulsory military service."

As well as;

"6. Viliakmon recognizes the PRIVILEGE to commit crime by their citizens, following the OMERTA rule. Citizens pledging OMERTA OATH are EXEMPT from the rule of law and thus any and all laws of Viliakmon. Should a citizen break the OMERTA OATH and not receive adequate punishment, they are to permanently lose PRIVILEGE of this Rule and be put to trial for all crimes"

Laws:

If passed by the Parliament, they are standardized as "Resolutions" and have the strength of "General (Sub-Constitutional) Laws"; if passed by the Executive, they are standardized as "Policies" with the same strength as Resolutions.

The Founder's Decrees:

  • Decree 1 (1996): Deals with preparation for "The Long March".
  • Decree 2 (1998): Announces a "New Age" for Viliakmon and formally enacts a policy of self-isolationism.
  • Decree 3 (2001): Deals with reformation of the Clan infighting into the GCDP, enacting a detailed and extensive Conscription Program.
  • Decree 4 (2006): Extensively formulates the Emergency Alarm System and outlines the plan for a professional military.
  • Decree 5 (2013): Proclaims efficiency and officially announces the formation of Viliakmoni Armed Forces (V.A.F.) as the professional military.
  • Decree 6 (2022): Fixes a loophole which lead to "Operation Shakedown" and government official favoritism in organized crime.

Economy:

Monetary Policy:

Although |Article IX of The Constitution sections 5, 6 and 7 seem limiting to the private sector as it only allows the Silver Coin to be used in domestic or foreign trade, the clauses which act as "loopholes" to these sections are the possibility of accepting "other goods". The burden of clerk calculations is avoided by the fact that the Silver Coin must contain 0.25 grams of the sterling element, meaning that value of proportional goods depends on the global market for silver. However, banter trade is often preferred in practice as it leads to more substantial trading deals than initially intended, at least within the private sector.

Use of the Silver Coin as currency with standardized 0.25 grams of the element within each "Coin" exempts Viliakmon from any convoluted future currency exchange rate mechanisms. However, this also means that Viliakmon, along with the prohibition of a central banking service, has no control over its' own currency and is dependent on how much the silver sterling is valued on the global market.

Fiscal Policy:

Government expenses come before determining government revenue, setting a precedent that expenses must be covered either through rigorous taxation (avoided), public debt (not possible due to monetary policy), monetary control (not possible, see above policy) or pursuing investment. The government calculates expenses by "GDP" even though it does not account for its' entire "GDP", this is where investments or (more often) issues arise.

The current government expenses are: Defense 20%, Industry and Transport 15%, Education 15%, Healthcare 15%, Administration and Law Enforcement 10%, Reserve fund for emergency situations and natural disasters (7-10%). Latter two categories often receive cuts in their real expenditures as to ensure that the first two categories are covered, this is the aforementioned issue.

Property Laws:

In accordance to "The Property Legislation" law passed by the Parliament bearing the official titling of "BPR3/OVR/98/00", the Associated Clans of Viliakmon officially recognize 8 "types" of property, each having their own procedural and essential rules. Citing the law in question, "The property type is presumptive unless put to question by (...) in which case, The High Court of Appeal is to give an opinion, which may be overruled by simple majority vote in the Lower House of the Parliament or by the Office of the Head of State".

The 8 types of property which Viliakmon officially recognizes as existing are:

Personal Property - (defined by court precedent in 2011) "that which belongs to one physical matter and may be either an inanimate object of whichever size, a reasonable amount of capital given the matter's profile or constructs sourced from the single physical matter to which it feels a connection towards"

Leading Sectors:

The state-owned leading sector is that of energetics. Diversification of the energy sector came upon completion of Hydropower dams at the source of both Halakhaos and Zlarte rivers. Besides hydropower, the state owns all nuclear power plants (used for other purposes as well), coal mining companies and oil refineries. It owns 51% of all other mining and metallurgy companies or corporations operating within its' borders. Energy is the largest industry in the country by threefold meanings; its' revenue, the amount of employees and share in global exports from Viliakmon. Below are non-state owned industries who are also significant of mentioning.

GCDP, V.A.F. and Basic Statistics:

GCDP: Article III of The Constitution of Viliakmon obliges all citizens of all genders to attend military service for three years, initially ‘providing that they are under the age of 27’, though nowadays the conscription is always 18-21 years of age. Upon completed service, conscripts may choose to professionally work in GCDP Border Guard, operating the Local Emergency Alarm System & National Emergency Alarm System. GCDP conscripts may be offered or compete to enroll into Military Engineering or Military Medicine Degrees, after which they're employed in GCDP Engineer or GCDP Medic Corps, respectively.

V.A.F.: The final year introduces ‘Category GCDP’ and ‘Category EFFR’. The former stands for ‘Category of General Civilian Defense Protocol’. Conscripts who fall into this category have at some point expressed alarming distress during the military training – either physical or emotional. The latter stands for 'Category of Efficient For Forces Regiment' - usually meaning that these conscripts have proven to be suitable for further training and education needed to join the V.A.F. (professional active duty forces).

Major Cities:

Despite being home to many populated settlements, the ~21 million Viliakmoni citizens concentrate mainly around four major centers. The population either concentrates around the coastline, the river banks or sources of natural resources. The coastline districts are mostly wealthy, some being wealthier than the cities themselves. The wealth is dispersed disproportionally among the riversides districts due to previous history of clan warfare for control of the areas. Districts where natural resources are extracted from and refined retain a mostly proportional wealth-to-population ratio. Oddities to these rules are mainly the two largest cities of Ochridae and Aelbasan, though their growth will be explained in their respected segments.

Ochridae:

Ochridae or Ochridæ /əʊridˈdəeɪ/, is home to 1.2-1.5 million residents, according to the 1998. census. Ochridae is the Capital city of the Associated Clans of Viliakmon, gaining the status in 1998. It sits behind the hillside which divided Viliakmon and Tekarai, being some 20-50km away from the Barkan-Tekarai city of Peil. It has a flat terrain to its' left, though it's less than 5km away from the coast where another settlement was built. Although the settlement is pretty much Ochridaen in every way and it's expected that the srpawl of Ochridae will soon reach the port-settlement, they are still considered separate. To its' north lies the river of Zlartë, whose tide begins slowing down to create meadows as it enters the flat terrain and widening its' river banks. Finally Orchidae's east is a hill terrain that soon turns into an arid steppeland, even into a desert at some point. However, it is through this road that Ochridae is directly connected to Passan, the capital of Barkan-Tekarai.

From all this, you can gather that Ochridae's history is rich as a settlement. The geographical protections and proximity to the coast was a natural choice for people to settle in after the Nomadic period in Viliakmoni territories ended. However, despite the geographical protections, Ochridae was protected by thick, long walls upon its' inception. This didn't allow the city to grow much and the local chiefs rarely accepted incoming peasants; raiders quickly gave up trying to take it over; travelling merchants were annoyed at how closed off the city was. This lead to the same exact settlements being built around Ochridae, each having walls around it. It's believed that by 1900, "Ochridae" had a population of 5,000 people, while the entire Ochridae had a population of ~350,000 residents.

Finally, after the Total War of Aggression was over in 1944, Ochridae chose to actually unite into a single city. A lot of refugees from other parts of Viliakmon came to Ochridae due to its' reputation of security. During the Great War in Pacific, Ochridae grew even larger as refugees and asylum seekers from Tekarai came into the city to populate it. Although part of the city remains its' ancient-medieval vibe, most of Ochridae was built in the style of brutalism of the 20th century. The local chiefs made sure to create wide boulevards, tram lines and high residential buildings both standardized but different from each other. It was required until very recently (2018) that each residential or commercial area built in Ochridae also have at least 2 green blocks surrounding it - be it of trees, parks or grass.

Iakov Xhuglini wanted to move the capital from Aelbasan to Ochridae, this was done as he saw that a sprawl-city such as Ochridae which has many distinct districts in it, wide streets, ancient fortresses and a lot of parks was a strategically better Capital than Aelbasan. In order to accommodate Ochridae into the Capital, he had to construct official, national government buildings and large residential areas for incoming foreign officials. This enormous project began in 1998 already, the new district being named "State Square", representing the amount of nationally important architecture present in one area. These constructions were monumental in size - an average person nearly feels existential dread when he stands in front of say, the Bicameral Parliament, almost as if done on purpose. The size of residential "hotels" made to host foreign officials were made exaclt x1.5 bigger than the national ones, subconsciously telling any foreign official how miniscule they are now to Viliakmon as a whole. All of the buildings, including the flooring, used white marble. During summer, residents are warned that they need to wear sunglasses if they were going to be crossing State Square.

Aelbasan:

Aelbasan /aɪˈfɪibɑsʌn/, is the largest city in Viliakmon, sitting almost in diagonal opposite of Ochridae, which is fitting given that its' history and design are also contrary to one another. It's home to ~2.8 million residents according to 1998. census. Most of Aelbasan was made very recently, as it wasn't the state Capital until the Karwatini post-war era, gaining the status in 1956. Before that, Viliakmon didn't have an official Capital city, though Durrax was considered the most vital one. Karwatini chose Aelbasan as it was a settlement they've controlled since the Total War of Aggression started. Instead of opting for one of the riverside settlements, Karwatinis believed that Aelbasan's slope (as it is built on a hillside) and location of it being next to F.R.L. and the rivers of Senjo but across the high mountains from each would be preferable.

It was almost artificially constructed, companies which operated on the river banks were forced to move their production into Aelbasan, bringing with it workers. Karwatinis wanted a "modern business center", contrasting the old architecture which is still present in Durrax. Eventually, people did start settling into Aelbasan, mainly because it was mandatory that all commercial non-resource companies set their production there.

The two things which do give Aelbasan an upper hand is the fact that it's home to "one of the most esteemed Universities in South and West Cordilia", dating back to 600 C.E., which explains Iakov's choice of high education enrollment. The other thing is that the population, despite this architecture, are mainly working class people of the companies which were forced to settle here. The Aelbasani people are more hospitable than the Ochridaens, whose history made them very wary of strangers. Despite housing many lower-class residents, Aelbasan is far from Viliakmon's center of organized crime. That would be Prilyep.

Durrax:

Durrax or Dürrax /ðjurɑreks/, the third largest city and the busiest port of the West Cordilian Ocean, was believed to be the de facto Capital city of Viliakmon, with many still believing that it pretty much is. By 1998 estimates, the port-city has a population of around 1 million, though it's believed to have grown much larger. Archeologists and anthropologists are in agreement that Durrax was the first permanent settlement in Viliakmon, going back to ~100 B.C.E., almost a millennia before the nomadic culture of other Viliakmonis would come to end. It's built around an indent into the sea, where the river of Halakhaos flows into West Cordilian Ocean. It's because of this maritime connection that Durraxi were the most unaccepting of Abrahamic religions, today still retaining a very strong belief in The Primordial God of Chaos. An ancient port city, it grew to be one of the richest locations in Cordilia, as for a long time there would be no safe place for ships to dock into - from the Sea of Frost all the way across the western shore of the continent to the Gulf of Good Omen. This made even pirates passive towards it, as they were accepted into the port, exhausted from the journey. Trade naturally grew between various peoples who would use the Durraxi docks; eventually leading to the local chiefs mandating that each trade agreement had to give 10% of its' total value worth to the city. Combined with the docking costs, this gave the local chiefs enough finances to further expand the docks and the residential area.

The architecture of the city was kept restricted to low-height housing. Eventually, the local chiefs would employ a width-housing tax as well, in order to avoid making a sprawl. Houses would then be connected to one another, medium in height and very thin in width. Another restriction was imposed in 1700s, where the city underwent a renovation project. Each set of these housing blocks would need to choose a complementary pallet for each house and have their facade repainted. Despite the population, all of these projects lead to Durrax being small in size, especially when compared to Aelbasan or Ochridae. The docking areas take up 30-40% of the city size.

Being called a "free city" during this entire era until 1944, Durrax tolerated the practice of alchemy. Although not famous for any particular University, it is famous for having the Academy of Chemistry and Pharmaceuticals. Further inland, an industrial area was constructed involving research and production of these substances, dubbed "The Free Institute for Biochemical Research". Despite being almost 30 km away from the actual city, it's considered part of Durrax by district standards. Another development from the 19th century onwards was the construction of maritime military bases for Viliakmon as a nation. Today, Durrax houses military naval engineering facilities as well as their maritime bases - these facilities were also moved further away from the city as to not ruin the already growing tourism of Durrax - some 10km north.

Prilyep:

Prilyep or Prïlÿep /priˈljɑrˈep/, a mountainous fortress and probably the most ethnolinguistically homogenous city in Viliakmon where the Breggoderians are concentrated in, houses just under a million population by 1998. standards but researchers are SURE of the city massively growing since then. You see, when the 1998 Constitution was adopted, the "Omerta Rule" in Article III which allows crime, it was first tested in the Interregnum period 1996-1998 in Prilyep. This short time of testing made the mountainous City the center of Viliakmon's underground crime network.

Initially, this city grew because it was the source of the Halakhaos river, rich in gold and silver resources, soon to be found coal which is still exploited and refined to this day. Prilyep's bad criminal reputation actually helps it - a lot of migrants avoid it which makes the employment in the resource extraction and mining an easy task. It's a weird mixture - where it has 0.25-0.5% unemployment rate while also suffering from a lot of criminal deaths.

To top off all of these varieties in one City, it has a very rich history as a settlement. Despite the mountainous clans being the last to accept settlement, the terrain of Prilyep made it a perfect spot for monasteries to be built, overlooking the city. Even today, these monasteries require climbing to be reached, making Prilyep, very surprisingly, a tourist attraction for mountaineers. On these mountainous hills, the air is actually clean from all the pollution of coal and illicit goods production. Eventually, the 8 mountainous monasteries connected into a Brotherhood. These monasteries, despite requiring incredible physical effort to climb onto, have the strictest rules for initiation. For example, one must reside on these steep slopes for an entire year, surviving off of the land while having no right to talk with anyone, including others who are on trial for initiation. On year 2, the candidates may finally cooperate and talk to each other, surviving together but still off of the land. Only on year 3 does the monastery partially accept them - giving them the right to live in only one huge department of the monastery but placing them under the monastic timetable. On year 4, they may finally visit the entire monastery and speak to other monks. The initiation is complete on year 5.

What makes these desirable are their remote location as well as the fact that they are home to one of the most extensive libraries in the entire Southwest Cordilian region. These libraries do not only contain holy texts, but archives of events, various ponderings, academic works of monks as well as scientific research papers. With all this in mind, it would be an understatement to say that Prilyep and Durrax are very well connected infrastructurally, despite the difference in beliefs, values and mentalities.

Foreign Relations:

Viliakmon is a member of the World Forum, their accession used a legal loophole of the Charter not requiring a "supermajority". However, this went unnoticed.

The Tarnian League:

Viliakmon is unsure whether it remains a member of the Tarnian League after Stoinia's foreign affairs office sent an informal protest note to every other member except for themselves and New Dacians.

Relations with Tekarai:

Viliakmon saw benefits in trade with Tekarai during the Great War. Their relations were mostly abandoned after capitulation of the Tekarai Nationalists and a possible exchange of the Nuclear Weapons Project. From 1960s, Viliakmon has a policy of accepting refugees and asylum seekers from Tekarai. From 2001. onwards, private commercial trade began rising as Tekarai mostly completed their reconstruction caused by the Great War. In 2022., the Heads of State met in Ochridae's "State Square" where a 12 hour long negotiation was held, resulting in a series of agreements being signed.

The Viliakmoni empathize with the Tekar population given their shared tribal structure and sent humanitarian aid during the Great War, seeing the Tekarai struggle for anti-colonialism as separate from that of Karnetvor. In the latter case, the people and government held a deep negative sentiment for, likely because of the Bregoder Nomads frequently engaging "people who speak our tongue in a broken manner". On the other side, Viliakmon prolonged it's self-isolation after seeing how the Allies occupied Karnetvor. The government at the time was favorable of the Sedunnic approach, slow rehabilitation; though it almost publicly condemned Ryccian annexation of what was to be a "peace-keeping territory". It was this multipolar view that would likely result in Viliakmon getting recognized as independent again in 1961, despite unilaterally declaring its' independence 17 years prior.
