Viliakmon, officially the Associated Clans of Viliakmon, is a self-proclaimed "highly localized representative-democratic" state located on the western coast of the Cordilian continent. It is home to 21,749,000 inhabitants, highly diversified in their ethnic and religious heritages, a division mainly disregarded as a standard for identity among the locals. However, the Viliakmoni have historically been very divided between various local Clans, a tradition dating back to (what the archeologists now believe to be) the Neolithic period. As such, the Clan-based identity has always been a major issue for the Viliakmoni territory to be organized into a single state. This lead to to isolation from the international community and small-scale but countless blood feud conflicts within the Viliakmoni. These distinctions were made worse during The Total War of Aggression (1931-1944), where Clans began forming resistance movement factions, sometimes based around ideology. It is to be noted that it was also the cause for Viliakmon mostly liberating itself in 1944., without foreign aid. However, international recognition wouldn't come until 1961., when Viliakmon was granted international recognition due to its' neutrality during The Great War of Pacifica. Todays form of Viliakmon (1996-1998), is centered around The Constitution, written and re-adjusted by Iakov Xhuglini, the founder of the Associated Clans of Viliakmon; ending a 65-year long conflicts within the Viliakmon territory. Today, after ending the foreign policy of isolationism (1998-2022), Viliakmon appears to be a stable, modernized country.


Viliakmon has developed its' mining and metallurgy sector, production of pharmaceuticals and chemicals and the use of Hydropower from the two, fast mountainous lakes in order to be self-reliant on energy. It is internationally known for shipbuilding and trade, often exporting diesel turbines, coal and pharmaceuticals; needed for trucks, cargo chips, modern aircraft, heating, energy and medicinal use. The shipbuilding industry could be traced back to the prehistorical tendency of Viliakmoni tribes to base their diet off of fishing and their sacred understanding of the Cordilian Ocean. Nearing the deepest rift in Pacifica, the Ocean is thought to be home to ''Time Before Time'' and ''Time After Time''; a deity known as ''The Primordial God Chaos'' is believed to reside in the deep ocean, a mythos which even today by many Viliakmoni of all faiths believe to be true. Likely, all of this explains why Viliakmon is mainly a maritime power.


The Arromanean language is a specific variant, originating at first from the Proto-Tarnian language in north-west Bailtem, making it in a way part of the Tarnian language family. It's thought that a group of tribesmen, until then mainly shepherds, migrated from Trevelia, located in the north Cordilia, since the country was exposed to many outside raids and invasions. Eventually, the travelling tribesmen began living as nomadic people, following the central mountain chain in Cordilia, until arriving at what is now Viliakmon. Interacting with already residing tribesfolk in these territories who also lead a nomadic lifestyle, the Arromanean language was naturally born, experiencing influence from Bregoderian and Kretti speaking Clans. Eventually, a predominant version of Arromanean dialect was formalized into being the basis for the official Arromanean language - the Tszintszin dialect. It is because of this natural progression that Arromanean is the official language of Viliakmon, as it is understood by even the most remote Clans living in the least populated settlements.


Etymology:

The meaning of 'Viliakmon' stems from the proto-Arromanean word for "steppelands" which is ''Vili'', the "Akmon" part is shrouded in the aformentioned Paleolithic period. Anthropologists claim that "Akmon" comes from some unknown variant of proto-Bregoderian, though they can't discern what it meant as any sign of its existence is now untraceable in the Bregodarian language. Linguists, on the other hand, claim that "Akmon" is merely a modern adaptation of proto-Krettian naming one of the rivers flowing into the main Cordilian Ocean, "Halakhaos". However, linguists are unsure whether "Halakhaos" was referring to the river, the Ocean or recalling the Chaos God by which "Hala" would even in modern Krettian stand for "Holy Dome".

Archeologists find substantial evidence of an almost prehistoric civilization existing along the valley of Halakhaos River. Almost as if opposite of general historical trends, it appears to have been a conquering land empire. Evidence of this "Collapsed Civilization" can be found from the Capricorn Sea to Mount Hope. Very little is known but it's estimated that due to early advancement from stone to bronze, they were able to conquer other tribes.

Viliakmon appears to have its' own representative in a hidden organization, the representative being "Participant 2" or "P02" who appears to be influential. The Viliakmoni government has made no statements on this conspiracy for now.

In accordance to "The Property Legislation" law passed by the Parliament bearing the official titling of "BPR3/OVR/98/00", the Associated Clans of Viliakmon officially recognize 8 "types" of property, each having their own procedural and essential rules. Citing the law in question, "The property type is presumptive unless put to question by (...) in which case, The High Court of Appeal is to give an opinion, which may be overruled by simple majority vote in the Lower House of the Parliament or by the Office of the Head of State".

Article III of The Constitution of Viliakmon obliges all citizens of all genders to attend military service for three years, initially ‘providing that they are under the age of 27’, though nowadays the conscription is always 18-21 years of age. The mandatory service could be divided into six different periods, each lasting six months and involving different categories.

The first six months of service are delegated to the trope of an boot sergeant who is to discipline the new enrolls through employment of strict timetables and daily duties. An assessment of standardization is conducted during these six months in order to later split the enrolls into different categories, each being tailored generation by generation as a challenge but nevertheless achievable. The first six months of service are conducted near the largest city of Aelbasan, providing newcomers the opportunity to experience and overcome a cultural shock in this diverse setting.

In the next six months, each conscript is assigned a different category with standards of fitness and discipline they must meet at the end of the first year. The programmes vary from free body excercises all the way to conducting weekly marathon runs, depending on the given category. This standardization is set in Monasteria, providing the challenge of an arid, warm climate with varying hill terrain.

Only in the second year does the service introduce firearm training. There is not much difference during the entire second year apart from the routine getting progressively physically more challenging while the firearms used for training go from standard pistols to bolt rifles. Second year is attended in Prilyep, providing very challenging mountainous terrain. Generally, the second year is considered an ‘eliminatory’ phase where two categories of conscripts are formulated for year 3.

The final year introduces ‘Category GCDP’ and ‘Category EFFR’. The former stands for ‘Category of General Civilian Defense Protocol’. Conscripts who fall into this category have at some point expressed alarming distress during the military training – either physical or emotional. The latter stands for 'Category of Efficient For Forces Regiment' - usually meaning that these conscripts have proven to be suitable for further training and education needed to join the V.A.F.

Border Guard and Border Watchtower:

GCDP was enacted in 2001. whose main goal at the time was reforming the Clan loyalty and the unregulated gun culture of the Viliakmoni civilians into an organized national approach to defense. Nowadays, the Protocol is known by nearly everyone under the age of ~50. It is now the first line of defense on the borders of Viliakmon, furthermore the GCDP is to be very reliable for use by the Professional Ground Forces if the enemy is to break deep into Viliakmoni territory.

The training of Category for GCDP involves: practices for developing quicker physical reaction times; education for providing first aid to injured people; training involving the use of the Local Emergency Alarm System (LEAS); excercises conducted in the place of residence where that civilian comes from and might live in the future; education and war games involving the use of terrain against enemy invasions; education and war games involving street-to-street urban warfare; survival techniques in the event of food and water shortages and more.

The GCDP may, upon the last 6 months of service, file an application to permanently serve in: the Border Guard of Viliakmon; the Border Watchtower of Viliakmon; The Engineering Military Specialization of Professional Viliakmon Armed Forces; The Medicinal Military Specialization of Professional Viliakmon Armed Forces. These applications are examined by a collective of training officers who have been training the specific troops for three years.

Most of the applications for Border Guard and Border Watchtowers are accepted. Upon approval, these applicants learn the further use of the Local Emergency Alarm System' and its’ infrastructural link to the National Emergency Alarm System (NEAS). They are taught alternative ways of launching the NEAS. Furthermore, they are taught how to recognize false alarms. Collectively, the EAS is commanded by the (INFORMATION CLASSIFIED). Upon the NEAS being declared by the commander of EAS: the Ministry for Emergency Matters is appointed instantly by the Head of State; A nation-wide State of Emergency is declared wherein the Head of State and the Ministry of Emergency Matters guide the population through ‘Emergency Decree(s)’.

Most of the applications for the Engineering and Medicinal Military Specialization are rejected, though the applicants may file an amendment to the Conscription Lieuthenant. This amendment then proceeds to put the applicants through a university-level testing of their knowledge on military engineering and military medicine, whose questionnaire is constructed under the assumption that they have completed Year 1 of Bachelors’ in these areas. If the applicants pass the test, they are immediately accepted.

The Engineering and Medicinal Military Conscripts then enroll into the second year of Bachelors’ Degree for Military Engineering and Military Medicine. Simultaneously, they are sent on practice missions revolving situations where they will be in future needed. Upon completion of the Bachelor’s Degree, the Conscripts become part of the Viliakmoni Armed Forces. They are then assigned, based on their gradings and performance during the practice missions, the specific Military Operation Specialization (MOS) within one of the three conventional military branches (Army; Navy or Airforce). They are considered non-combatants during war but are high-value Prisoners of War. The Armed Forces of Viliakmon are well-aware of this.

Highest Positions on the Chain of Command

The highest Chain of Command holds the title of "Highest Commander", currently the Head of State. However, the HoS being the "Highest Commander" is not legally codified, as Iakov Xhuglini was bestowed this title by the troops at the end of "The Long March". Constitutionally, it IS codified that the HoS appoints the Minister of Secret Agency directly, while the Bicameral Parliament appoint the Minister for Law Enforcement and the Minister for Allied Forces. All of these positions are a method of "civilian control over the military" and even during the "Operation Shakedown" crisis have proven to be efficient.

The Minister of Law Enforcement further appoints the Chief Commander of Police Forces, who is held accountable for actions of his departments yet enjoys autonomy in how we structures his own departments. The Minister appoints the Commander of the Military Police, who is responsible not only for the Military Police in its' entirety but also for The Chief of Staff of the GCDP and Chief of Conscription group, the latter usually holding the rank of "Lieutenant" in the V.A.F. Army previously.

The Highest Commander, the Minister of Law Enforcement and the Minister of Allied Forces then collectively appoint the Commander for Coordination, this position having insurmountable value to the whole country as he is to coordinate the V.A.F., the Military Police and the GCDP when the National Emergency Alarm System is activated. Furthermore, the position is equal in authority to the V.A.F. Chief of Command, who is usually also the Naval Commander and is responsible for appointing the future Naval, Army and Airforce Commanders.

The V.A.F. creates a differentiation between "Officers" and "Recruits", the difference is displayed in insignia which their uniforms are decorated with. In practice, each branch is responsible for how these differences are handled as well as setting a broad criteria for advancing in each rank.

Major Cities:

Despite being home to many populated settlements, the ~21 million Viliakmoni citizens concentrate mainly around four major centers. The population either concentrates around the coastline, the river banks or sources of natural resources. The coastline districts are mostly wealthy, some being wealthier than the cities themselves. The wealth is dispersed disproportionally among the riversides districts due to previous history of clan warfare for control of the areas. Districts where natural resources are extracted from and refined retain a mostly proportional wealth-to-population ratio. Oddities to these rules are mainly the two largest cities of Ochridae and Aelbasan, though their growth will be explained in their respected segments.

Ochridae:

Ochridae or Ochridæ /əʊridˈdəeɪ/, is home to 1.2-1.5 million residents, according to the 1998. census. Ochridae is the Capital city of the Associated Clans of Viliakmon, gaining the status in 1998. It sits behind the hillside which divided Viliakmon and Tekarai, being some 20-50km away from the Barkan-Tekarai city of Peil. It has a flat terrain to its' left, though it's less than 5km away from the coast where another settlement was built. Although the settlement is pretty much Ochridaen in every way and it's expected that the srpawl of Ochridae will soon reach the port-settlement, they are still considered separate. To its' north lies the river of Zlartë, whose tide begins slowing down to create meadows as it enters the flat terrain and widening its' river banks. Finally Orchidae's east is a hill terrain that soon turns into an arid steppeland, even into a desert at some point. However, it is through this road that Ochridae is directly connected to Passan, the capital of Barkan-Tekarai.

From all this, you can gather that Ochridae's history is rich as a settlement. The geographical protections and proximity to the coast was a natural choice for people to settle in after the Nomadic period in Viliakmoni territories ended. However, despite the geographical protections, Ochridae was protected by thick, long walls upon its' inception. This didn't allow the city to grow much and the local chiefs rarely accepted incoming peasants; raiders quickly gave up trying to take it over; travelling merchants were annoyed at how closed off the city was. This lead to the same exact settlements being built around Ochridae, each having walls around it. It's believed that by 1900, "Ochridae" had a population of 5,000 people, while the entire Ochridae had a population of ~350,000 residents.

Finally, after the Total War of Aggression was over in 1944, Ochridae chose to actually unite into a single city. A lot of refugees from other parts of Viliakmon came to Ochridae due to its' reputation of security. During the Great War in Pacific, Ochridae grew even larger as refugees and asylum seekers from Tekarai came into the city to populate it. Although part of the city remains its' ancient-medieval vibe, most of Ochridae was built in the style of brutalism of the 20th century. The local chiefs made sure to create wide boulevards, tram lines and high residential buildings both standardized but different from each other. It was required until very recently (2018) that each residential or commercial area built in Ochridae also have at least 2 green blocks surrounding it - be it of trees, parks or grass.

Iakov Xhuglini wanted to move the capital from Aelbasan to Ochridae, this was done as he saw that a sprawl-city such as Ochridae which has many distinct districts in it, wide streets, ancient fortresses and a lot of parks was a strategically better Capital than Aelbasan. In order to accommodate Ochridae into the Capital, he had to construct official, national government buildings and large residential areas for incoming foreign officials. This enormous project began in 1998 already, the new district being named "State Square", representing the amount of nationally important architecture present in one area. These constructions were monumental in size - an average person nearly feels existential dread when he stands in front of say, the Bicameral Parliament, almost as if done on purpose. The size of residential "hotels" made to host foreign officials were made exaclt x1.5 bigger than the national ones, subconsciously telling any foreign official how miniscule they are now to Viliakmon as a whole. All of the buildings, including the flooring, used white marble. During summer, residents are warned that they need to wear sunglasses if they were going to be crossing State Square.

Aelbasan:

Aelbasan /aɪˈfɪibɑsʌn/, is the largest city in Viliakmon, sitting almost in diagonal opposite of Ochridae, which is fitting given that its' history and design are also contrary to one another. It's home to ~2.8 million residents according to 1998. census. Most of Aelbasan was made very recently, as it wasn't the state Capital until the Karwatini post-war era, gaining the status in 1956. Before that, Viliakmon didn't have an official Capital city, though Durrax was considered the most vital one. Karwatini chose Aelbasan as it was a settlement they've controlled since the Total War of Aggression started. Instead of opting for one of the riverside settlements, Karwatinis believed that Aelbasan's slope (as it is built on a hillside) and location of it being next to F.R.L. and the rivers of Senjo but across the high mountains from each would be preferable.

It was almost artificially constructed, companies which operated on the river banks were forced to move their production into Aelbasan, bringing with it workers. Karwatinis wanted a "modern business center", contrasting the old architecture which is still present in Durrax. Eventually, people did start settling into Aelbasan, mainly because it was mandatory that all commercial non-resource companies set their production there.

The two things which do give Aelbasan an upper hand is the fact that it's home to "one of the most esteemed Universities in South and West Cordilia", dating back to 600 C.E., which explains Iakov's choice of high education enrollment. The other thing is that the population, despite this architecture, are mainly working class people of the companies which were forced to settle here. The Aelbasani people are more hospitable than the Ochridaens, whose history made them very wary of strangers. Despite housing many lower-class residents, Aelbasan is far from Viliakmon's center of organized crime. That would be Prilyep.

Durrax:

Durrax or Dürrax /ðjurɑreks/, the third largest city and the busiest port of the West Cordilian Ocean, was believed to be the de facto Capital city of Viliakmon, with many still believing that it pretty much is. By 1998 estimates, the port-city has a population of around 1 million, though it's believed to have grown much larger. Archeologists and anthropologists are in agreement that Durrax was the first permanent settlement in Viliakmon, going back to ~100 B.C.E., almost a millennia before the nomadic culture of other Viliakmonis would come to end. It's built around an indent into the sea, where the river of Halakhaos flows into West Cordilian Ocean. It's because of this maritime connection that Durraxi were the most unaccepting of Abrahamic religions, today still retaining a very strong belief in The Primordial God of Chaos. An ancient port city, it grew to be one of the richest locations in Cordilia, as for a long time there would be no safe place for ships to dock into - from the Sea of Frost all the way across the western shore of the continent to the Gulf of Good Omen. This made even pirates passive towards it, as they were accepted into the port, exhausted from the journey. Trade naturally grew between various peoples who would use the Durraxi docks; eventually leading to the local chiefs mandating that each trade agreement had to give 10% of its' total value worth to the city. Combined with the docking costs, this gave the local chiefs enough finances to further expand the docks and the residential area.

The architecture of the city was kept restricted to low-height housing. Eventually, the local chiefs would employ a width-housing tax as well, in order to avoid making a sprawl. Houses would then be connected to one another, medium in height and very thin in width. Another restriction was imposed in 1700s, where the city underwent a renovation project. Each set of these housing blocks would need to choose a complementary pallet for each house and have their facade repainted. Despite the population, all of these projects lead to Durrax being small in size, especially when compared to Aelbasan or Ochridae. The docking areas take up 30-40% of the city size.

Being called a "free city" during this entire era until 1944, Durrax tolerated the practice of alchemy. Although not famous for any particular University, it is famous for having the Academy of Chemistry and Pharmaceuticals. Further inland, an industrial area was constructed involving research and production of these substances, dubbed "The Free Institute for Biochemical Research". Despite being almost 30 km away from the actual city, it's considered part of Durrax by district standards. Another development from the 19th century onwards was the construction of maritime military bases for Viliakmon as a nation. Today, Durrax houses military naval engineering facilities as well as their maritime bases - these facilities were also moved further away from the city as to not ruin the already growing tourism of Durrax - some 10km north.

Prilyep:

Prilyep or Prïlÿep /priˈljɑrˈep/, a mountainous fortress and probably the most ethnolinguistically homogenous city in Viliakmon where the Breggoderians are concentrated in, houses just under a million population by 1998. standards but researchers are SURE of the city massively growing since then. You see, when the 1998 Constitution was adopted, the "Omerta Rule" in Article III which allows crime, it was first tested in the Interregnum period 1996-1998 in Prilyep. This short time of testing made the mountainous City the center of Viliakmon's underground crime network.

Initially, this city grew because it was the source of the Halakhaos river, rich in gold and silver resources, soon to be found coal which is still exploited and refined to this day. Prilyep's bad criminal reputation actually helps it - a lot of migrants avoid it which makes the employment in the resource extraction and mining an easy task. It's a weird mixture - where it has 0.25-0.5% unemployment rate while also suffering from a lot of criminal deaths.

To top off all of these varieties in one City, it has a very rich history as a settlement. Despite the mountainous clans being the last to accept settlement, the terrain of Prilyep made it a perfect spot for monasteries to be built, overlooking the city. Even today, these monasteries require climbing to be reached, making Prilyep, very surprisingly, a tourist attraction for mountaineers. On these mountainous hills, the air is actually clean from all the pollution of coal and illicit goods production. Eventually, the 8 mountainous monasteries connected into a Brotherhood. These monasteries, despite requiring incredible physical effort to climb onto, have the strictest rules for initiation. For example, one must reside on these steep slopes for an entire year, surviving off of the land while having no right to talk with anyone, including others who are on trial for initiation. On year 2, the candidates may finally cooperate and talk to each other, surviving together but still off of the land. Only on year 3 does the monastery partially accept them - giving them the right to live in only one huge department of the monastery but placing them under the monastic timetable. On year 4, they may finally visit the entire monastery and speak to other monks. The initiation is complete on year 5.

What makes these desirable are their remote location as well as the fact that they are home to one of the most extensive libraries in the entire Southwest Cordilian region. These libraries do not only contain holy texts, but archives of events, various ponderings, academic works of monks as well as scientific research papers. With all this in mind, it would be an understatement to say that Prilyep and Durrax are very well connected infrastructurally, despite the difference in beliefs, values and mentalities.

Foreign Relations:

The Viliakmoni Approach:

Isolationism ended as an official foreign policy in 2022., though one could argue that Viliakmon had pursued isolationism for most of its' existence. The state government has remained silent about any alliances. Communication with the international community has mainly been done by private Viliakmoni actors - whether large corporations or the organized crime network. This has lead to some calling Viliakmon "a mobster state".

Viliakmon enacted a supposedly very extensive "Foreign Affairs Strategy & Goals" document, after the meeting with the head of state of Tekarai on the 18th of August 2022. Dubbed by the Office of the Head of State as "The Viliakmoni Approach" it revolves around balancing the world stage through incentivizing or discouraging large alliances and/or global powers as to avoid a unipolar state of affairs. The current balancing act revolves around "Balance of the Rectangle" - where it seeks to provide equal footing of: the Central Entente; U.S.I., the Ryccian Junta and the Huawan Central Cordilian Project. These are the only publicly known goals as of now.

The World Forum:

Viliakmon is a member of the World Forum, the accession was a success only because the entry didn't require 2/3 member supermajority vote, meaning abstains were not counted in the final assessment.

The Tarnian League:

Viliakmon is part of the Tarnian League, somehow.

Relations with Huawan:

The Viliakmoni people see the Peony of Huawan in high regard, though the same cannot be said for her subordinaries. Viliakmon is yet to establish a formal alliance with Huawan, difficulties arising from Viliakmoni's bad perception of the UPRAN and Valkyria.

Relations with Tekarai:

Viliakmon saw benefits in trade with Tekarai during the Great War. Their relations were mostly abandoned after capitulation of the Tekarai Nationalists and exchange of the Nuclear Weapons Project. From 1960s, Viliakmon has a policy of accepting refugees and asylum seekers from Tekarai. From 2001. onwards, private commercial trade began rising as Tekarai mostly completed their reconstruction caused by the Great War. In 2022., the Heads of State met in Ochridae's "State Square" where a 12 hour long negotiation was held, resulting in a series of agreements being signed.
