Cayetano was born in Kailua, though quickly moved to Olawe and lived there until age 15 when he moved back to the capital city. He received his Bachelor's of Arts at the University of Kahela and later received a juris doctor from the Olawe College of Law. Cayetano moved back to Kailua where he worked for the Kailua Progressive Law Center, a non-profit dedicated to liberal policies. Cayetano later went on to join the Democratic National Committee as a legal advisor. In 2006, he became Chief of Staff to congresswoman Kendra Waters, who at the time represented the 5th district in Waikaha. In 2008, Cayetano ran for Kailua City Council, where he beat an eight-term incumbent. After being known for his progressive remarks and social media sassiness, with a leveraged name, Cayetano ran for Mayor of Kailua, fending off 13 candidates in the open primary, and later winning against Rich Rowell, a marketing executive, in the general election. In 2021, after incumbent George Fukumoto resigned, he announced his candidacy for the presidential special election. Cayetano beat acting President Kehaulani Komono in the general election, which was a shock for citizens around The Island.
