ResultEstablishment of the Speaker as the head of the Assembly and official representative of the World Forum.

World Forum Resolution 1 - Establishment of a Chair over the Assembly was the first resolution passed by the World Forum. It established the role of the Speaker based on Art. II Sec. A No. 4 of the World Forum Charter as the head of the World Forum Assembly and thus the whole organisation. It was proposed by Omegan ambassador Pierre 29 November 2017 and eventually adopted on 8 December 2017 with 86% of the members voting in favour.

Summary

The resolution consists of three sections:

  • Section A defines the role of the Speaker and the consecutive term limit of 6 months
  • Section B explains the election process
  • Section C defines the general tasks of the Speaker and established the role of "Deputy Speaker"

Provisions

Section A - Office of the Speaker of the Assembly

  1. There shall be a member nation whose representative to the Assembly shall be the Speaker of the Assembly
  2. The Speaker shall serve as the chair for all Assembly debate
  3. The Speaker shall serve for 6 months at a time. No nation may hold the Speakership for more than 1 consecutive term
  4. The Speaker shall be the primary representative of the WF as a whole and shall conduct themselves as such.

Section B - Election

  1. 5 months into the current Speaker's term, the election process shall begin.
  2. Any nation my nominate any other nation for the Speakership but may not nominate themselves. Nominations shall be open for 7 days.
  3. At the conclusion of nominations, an election shall be held, following the Instant Runoff system, for a total of 7 days. Each member nation is entitled 1 vote, and a selection to reopen nominations shall be included.
  4. The Nation receiving a majority shall be elected to the Speakership, with their World Forum Representative being styled as Speaker of the World Forum, and they shall take office at the conclusion of the previous president's term.
  5. The Speaker may be removed from office with a snap election being held should 2/3rds of all members wish for their removal

Section C - Powers and duties of the Speaker

  1. The Speaker shall conduct all votes in the WF and has the power to declare a resolution adopted or not adopted.
  2. The Speaker shall review all submitted resolutions and refer them to the appropriate Committee.
  3. The Speaker may nominate a Deputy Speaker to assist them in these duties as well as any others that future resolutions may assign to them. The Deputy Speaker will need to be elected with a simple majority voting in favor of their appointment, and shall serve at the leisure of the Speaker
    1. Should the Speaker be unable to fulfill their duties or be removed from office, the Deputy Speaker shall serve as acting Speaker until a new Speaker is elected.[lower-alpha 1]
  4. The Speaker has the right to be a voting member in the Assembly and may still speak on any resolution as any other member would.
