The Stoinian Star Kingdom is a Terran Star Nation located 1304 light years south of Sol in the Perseus arm or that is presumed. Its most notable feature is its impressive Military which is run entirely separate from the civilian government and lead by the monarch himself.

Stoinian Foreign policy is dictated by the King himself. He is however assisted by the Chancellor, Ministry of Foreign Affairs and the Royal War Council. This may initially seem as a long and slow method to make policy, but the King ultimately makes the final decisions and must enact any formal treaties with his own signature. The Stoinian Star Kingdom has become considerable major force through its prominent and active foreign policy. Trading agreements with other star nations have become popular over time and most star nations can expect cooperative Stoinians, however, exceptions still do occur. The Star Kingdom is expanding its influence in [[Sector A1-0 (A1-0)|Sector A1-0]] and is expected to become one of the more dominant powers in the next years.

Is one of the Stoinians' sayings. Their goal is to protect Humanity at large after they learned that Terra had been lost. They wish to meet their fellow Terrans and live in peace with them, for they are bound by the same Terran blood. They do not wish to bring the remnants of Humanity under one banner. For if all Terrans lived under one banner, they would be vulnerable if the banner turned against them. However, if any said banner proves to be oppressive against Terrans, then repercussions may follow by the Stoinians.

Non-Terran sapients, commonly referred to as xenos in the Star Kingdom, are initially viewed as inferior and to be subjugated under the guiding hand of the Terrans. Although this guiding hand has barely seen practice, its role and methods are a highly debated subject in Congress as a result from the Cheunh Compromise. Although the Stoinians themselves have had to face the reality that only the fittest survive. First with the Mardakii and then the Velutarians. These are commonly referred to as respectively the Trial of Strength and the Trial of Intelligence. They faced enemies who were either biologically or technologically superior, but through perseverance, they have beaten both of them. Thus they wish to impose this rule amongst anyone who challenges the Star Kingdom. If need be, even against fellow misguided Terrans.
'''The Cole Protocol'''
This protocol was designed by High Admiral Preston Cole to ensure Stoinia's survival in the stars. The most important part is that the location of Stoinia should be kept a secret at all times. All memory banks on ships have to be either destroyed or wiped, to prevent it from getting into enemy hands. Only after a non aggression treaty has been signed, may the location of the civilian planets be given away. Military outpost have to be kept a secret at all times, unless said nation is on the same side as the Stoinians. Only then may they be exempt from secrecy.
Apart from that a list of rules was made to be used in event of a first contact situation. At least one of two, the King or the Strategos, isn't allowed to initiate contact. A military ruler must at all times be in place if a first contact war brakes out. The military strength must be showed to any neighbouring nation. During any procedure to initiate contact a task force shall be formed with enough firepower to ensure its survival, but not large enough to form an invasion fleet.

Its history is tainted by bloody wars against xeno races which resulted in a near Terran supremacist ideology. However, the last decade this has shifted. From making trade agreement to a growing military alliance with the Treecuu, the Star Kingdom has become a power affluent in political influence. Aside from its growing role in the sector, it consists of a unique system where the military is entirely separate from the civilian government. This has lead to a vast fighting force that some have grown to fear.

Etymology

The word Stoinian derives from the ancient Greek word stoic. The word became popular as a philosophical one which would later characterize the Stoinian people. Thus through intermingling of multiple Terran languages the word stoic became Stoinian and became a part of the core identity of the Stoinian people. They themselves claimed themselves to be Stoinian out of the stoic acts during the War at Home. Now the word is associated with courage, pride, honour and duty.

History

The Founding of the Colony

In the year 1232 Post Diaspora the colony ship Zamolxis arrived with it's Terran colonists on the 1st of may on the world of HD-8762-III, a small continental ringed world flourishing with life never seen before by man, most notable a creature resembling the old Terran Ethiopian lion. The lion in particular proved nearly identical to the ones found on old Earth. The 100.000 colonists were part of a project made possible by Alexandru Stoian, a wealthy Romanian business person. However they didn't arrive at the planet they intended and were stuck on this lush world. The colony was named Sinaia after its biggest city and was made into a small nation with a council of shareholders. Although there were three main cities, many colonists led by the Dutch colonists went and formed rural areas, although their location had to be known as to make the necessary infrastructure for trade. This would later be known as the Trek, honouring the old Dutch South African colonists. With the main cities laid down industrialization could commence as the rural areas would provide food. The planet's soil by nature was nutritious, but with knowledge and experience it far exceeded old Earth standards.

The War at Home

On the 6th of march in 1241 PD, the Mardakii, a tall mammalian species resembling a gorilla, invaded the planet and started massacring civilians. With only a small police force, the colonists were unable to hold off the Mardakii attack. People formed local militias while the women and children went into the rural areas. Alexandru Stoian declared a state of emergency and declared himself the Colonel of the newly declared army and relocated in Bloemfontein to amass an army. With little to no industry to beat the Mardakii Stoian ordered the production of swords as they were easier to manufacture. He also ordered that all horses be confiscated as they should be used for cavalry. The amount of horses proved less than optimal and so the search for a new domestic animals began. This resulted in the use of the Suph Horses and the Crescent Horn Bucks in the cavalry. The Mardakii didn't just pillaged they settled inside the cities make their new homes and enslaving the Terrans which they could find. Stoian personally lead his cavalry towards New Brussels and was able to overwhelm the Mardakii pillagers, commonly called the Miracle of the Horses. With New Brussels liberated industry was available to manufacture guns. Not long after the liberation, the Mardakii from the other two cities attacked but were successfully repelled. Thus for a year long the Terrans lead by Alexandru Stoian repelled the Mardakii forces. With enough guns to retake the other two cities, Stoian ordered a coordinated attack on both the cities Sinaia and Salisbury. Salisbury was successfully captured after a gruesome campaign of 5 months but Sinaia proved to be a major setback. Every street costed a week to capture and every building was full of traps, Military advisors decided that it was best to destroy the buildings rather than fight in them. They proposed to ram the buildings with enormous local fauna, the Foombars. This plan worked, but was very costly on the Foombar population as they became a priority target for the Mardakii. After a year of sacking buildings with Foombars and explosives the Mardakii were pushed away into the wild. The populace cheered as Stoian held his famed Lion speech, which later became known as the [i]Birth of the Nation[/i]. Alexandru Stoian became the hero of Sinaia and proposed a new constitution and renamed the planet Stoinia. The new constitution reformed the government into a Kingdom, with notable shareholders of the original colony project and people who performed outstandingly in the war were declared noble houses. The most extraordinary feat a Terran could do was to single handily kill a Mardakii Chieftain, only eleven persons were able to succed in this and on the places this feat happened statues were build. Alexandru Stoian was able to do this and killed the biggest Mardakii spotted on Stoinia, this Mardakii later became known as the Colossus and a real life size statue of Alexandru killing the Mardakii was made in the middle of what later would be known as the King's Square. Out of the Colossus' hammer were made the King's Crown, Sword, Honour Sword and Mardakii Claw Knives from its claws. From its fur, the King's Mantle was made. However the War had been costly, only 48.000 colonists survived it. With the handful Mardakii that escaped into the wilderness, the Great Hunt could commence as these needed to be exterminated from Stoinian soil. Mardakii skulls and claws became common trophies and signs of great prowess. Corpses of Mardakii children who died between the fights were burnt as killing innocent children was dishonourable even if they were Mardakii.

The Great Hunt

With revengeful Stoinians randomly hunting the woods for the remaining Mardakii, some regulation was required. As Mardakii were still a threat to any Terran who goes alone in the woods, there were reports of Mardakii eating Terrans after all, the Great Hunt Act was made. It constituted that only a select few of hunters were to be licensed to hunt the remaining Mardakii. However to make sure that they wouldn't pose a threat to the rural areas, a large reservation of 1000 square kilometres was made surrounded by thick 40 metres tall walls. The Hunting reservations consists of mostly Jungle terrainwith plains surrounding the lush vegetation. To keep the reservations safe from the Mardakii who might escape a new organization was founded, the National Mardakii Hunting Police. The remaining Mardakii were captured and set free inside the reservation. Over the years the Mardakii devolved and two centuries later scientists declared them no longer sentient, but semi-sapient. Inside the reservation they became top tier predators, just under the Stoinian Lion who occasionally eat younger Mardakii. Although it lost its intelligence, it didn't lose its predator features, which mad it dangerous to hunt them alone. The select few Hunters who may hunt the Mardakii may only do so in groups of in-between 4 and 6 and only once a year to keep the Mardakii population at a steady 200. These special hunts are televised into series by the Hunters themselves, called the Great Hunt, after the Hunt took place. These series are extremely popular amongst the populace, although the Progressive Party condemns them. In the Great Hunt of 1334 PD disaster struck as the group of 6 Hunters were attacked by a massive Mardakii brute who killed 5 of the Hunters, leaving only one alive, Sly Marbo. Marbo continued his Hunt on the Mardakii brute, now called the Great Brute. Sly Marbo hunted for several more weeks searching the Brute, while a rescue party found the graves of the other five and their weapons except Marbo's Mardakii claw knife. He also left the message that he wouldn't rest until the Great Brute was dead. Two months after the Great Hunt had started Marbo arrived at the south west wall tower. With the Great Brute's head, limbs and most notably its heart. Sly filmed the entirety of his Great Hunt and it became the Greatest Hunt of them all. The King thanked him and offered him the tittle of Lord but Marbo refused, stating that he lives for the Great Hunt not a noble title. Nonetheless he offered the House of Stoian the Great Brute's heart. He refused any publicity or awards for his actions.

The Stellar Ascension

Sixty years after the War at Home, the Stoinian people had already set up mining posts throughout the star system. Now there was a need for a space navy, which was also responsible for exploration for other planets to set up new colonies. With a new and eager generation ready to spread the Stoinian way of life. With this goal in mind in 1364 PD 70.000 people set out to colonise the first colony worlds of Triton, Hellas, Ossia, Karelia, Virginia, Shetland and Cornucopia. When the colonies were set up King Iulian I proclaimed Stoinia a Star Kingdom and this became known as the Stellar Ascension. From this point on the Star Kingdom would further its grasp on the stars and seek new resources and opportunities. During the next centuries the Star Kingdom expanded its colonies into the hundreds, this became know as the Great Stellar Trek.

The Madman's Reign

In 1465 PD the sudden death of Iulian II, left his son Carol the crown. Carol the first was a rather peculiar character. He had rare tastes and reports showed he mauled down animals during hunts, even though this was considered taboo. He also became delusional and paranoid. This all would climax when he tried to dissolve the civilian government as he found some evidence that House Thorne may consider a coup against him. This evidence was quickly debunked and the King deemed mad. However he had already sent his troops towards the Capitol. The people however encircled the governmental institutions and formed a human shield. Carol I was quickly dethroned and his daughter Elena became the first Queen of Stoinia. Later it was revealed that he also had a bastard son with the daughter of the head of House Thorne. This bastard son is the current leader of House Thorne.

The Velutarian War

In 1584 PD a Xeno Nation had been discovered to the South of the Star Kingdom known as the Velutarian Technocray. The Technocracy was an agressive Science Directorate who were technologically superior to the Stoinians who didn't even have shields. King Alexandru III himself lead an expedition to visit the Velutarian against his advisors, but argued that as the Stoinian people's protector he should meet the aliens. When the expedition arrived in Velutarian space the expedition was scanned by a Velutarian scout vessel. The expedition followed the ship as there was no other way of contacting the ship as they didn't respond to hails. The expedition was met with a small Velutarian patrol who immediately started firing on the expedition leaving only a few to escape. When news of this arrived in the Capital riots broke out requesting for war. However Crown Prince Andrei was only 2 years old and thus a regent was necessary. From the crowd came Grand General Anson MacArthur, who had been known for more power to Military Command on Military Affairs. He gained popular support, and was made the Supreme Marshal of Stoinia. The Royal Council stil was debating as who should be the regent, but House Thorne proved very stubborn. His first act was to declare war on the Velutarians they had killed the King, which to this day is considered an act of war. Chancellor O'Connell at the time conflicted with MacArthur over his control and argued that he himself instead should lead the Nation, he was elected after all. MacArthur agreed that O'Connell should be the head of government, but MacArthur the head of the Military. The initial border invasion proved successful, Velutarians met the Stoinian with open gun ports and the Stoinians destroyed the initial Velutarian Forces. Soon after the Velutarians would show their full force pushing the Stoinians back. The technologically supremacy proved insurmountable with some Stoinian fleets being destroyed in twelve seconds. MacArthur however saw an opportunity, if they couldn't be beaten in space then they would be on the ground. This strategy seemingly left worlds unprotected and it proved very controversial with O'Connell who didn't approve of MacArthur's strategy. This lead to serious trouble between the two which even lead to the two openly attack each other. However the Royal Council viewed this as a distraction and thus an unpreceded action was taken. The proclaimed MacArthur as the regent. This resolved the squabbling between O'Connell and MacArthur, O'Connell had to comply now. The first year proved grim for the Navy, but the Army proved a fighting chance on the ground. MacArthur installed a new program for the Special Forces the infamous SPARTAN Program. The Spartan Program took orphans and made them into living killing machines through genetical augmentation, called Spartans. This was kept a secret from the public and were sent to help the ground forces on the isolated planets. It was said that one Spartan was worth an entire army. This was demonstrated in their prowess. High Admiral Cole also proposed the so called Cole Protocol, which protected the location of Stoinia and prevented the Velutarians from taking their technology. The Velutarians were a ruthless enemy, they didn't care who their target. The Stoinians were technologically inferior to them and that was reason enough to exterminate them. A lot of civilians died in between the crossfire. The following decade proved a slow march by the Velutarians, thanks to the newly imposed Cole Protocol. Though after stalling the enemy as much as possible, they had reached the core worlds. Eventually the Velutarian Fleet arrived at Triton. If they took Triton, Stoinia's location would be revealed and all hope would be lost. The Navy however was prepared to hold the line and give the Velutarians hell. With the new upgrades to their ships the Stoinians held the line, which later became known as the famous Battle of the Line. High Admiral Douglas Hague (the current Strategos) became known as the Hero of the Line and was deemed a savior. Meanwhile the Army started to repel Velutarian Forces from the planets. Finally MacArthur could launch his offensive. The final year of the war were characterised by MacArthur's push and the liberation of the contested worlds. After the successful liberation, the Navy proceeded to march towards Velutaria itself. Crown Prince Andrei III joined the forces to march towards Velutaria. Although the march was slow, they arrived at Velutaria and started to bombard the military bases. Then the ODST Squads were sent to secure the Velutarian government key figures and military commanders. While the Velutarian heads of government refused to surrender and the populace tried to break inside the buidings, after the Stoinians made it clear that they shouldn't, the Stoinian soldiers were forced to fire upon the populace. Soon after that, the Velutarians surrendered on King Andrei III's birthday, which became known as MacArthur's gift. However the civilian populace of Velutaria proved rebellious. Thus King Andrei himself ordered the complete bombardment of Velutaria. The whole planet soon became all but craters. The Stoinians didn't stop there however. They bombed the planet with their Mac cannons until eventually, the planet broke. This Sacking of Velutaria spanned several months. The Velutarians had bitten the Stoinian Lion, but the Lion had unleashed it's wrath. The Velutarian War became Stoinia's bloodiest incident in history, over 8.7 trillion Stoinians died during the War. It reminded the Stoinians that if they are to survive in space, their military needs to be strong. For in space the golden rule still applies: survival of the fittest.

The MacArthur Reformation

As a result of the Velutarian War, MacArthur and the newly crowned King Andrei III reformed Stoinian society as was needed, due to the clashes between O'Connell and MacArthur. The Military became entirely independent from the civilian government and ensured operational freedom. For this the military was allowed to fully own planets and their resources. The entire military budget was scrapped, except for the pensions, as the military now took its resources directly from their designated planets. From now on servicemen and servicewoman joined the military to serve and keep the rest of Stoinian society safe. Aside from reserved pensions for ex-military personnel, they also received special tax status as to ensure they have an easier time getting employed in the civilian sectors. This reformation became part of the constitution and both the King and civilian government approved of this changed. Since then MacArthur is deemed as one of the greatest Stoinians ever and his reform became a new foundation of Stoinian society. MacArthur also redefined Stoinian military doctrine which remains active to this day. The role of Strategos was also inaugurated, he leads the Armed Forces alongside the King and serves as his aide-de-camp. When the Monarch is unavailable, the Strategos assumes the function as Commander in Chief. The Strategos is elected by the Royal War Council, which consists of both the Grand Admirals and the Grand Marshals. To prevent a coup against the civilian government, the Congressional Guard was founded. The Congressional Guard exists solely to protect the civilian government's institutions. The Guard is lead by the High Sentinel, who has voting powers if there is an equal number of votes on both sides of the voting for he helps moderating them.

The Cheunh Compromise

With the continuation of the Stellar Trek, the Stoinians eventually bumped into the Cheunh Ascendancy. The Stoinians recognised several Mardakii ships attacking the Cheunh ships. The Stoinians attacked the Mardakii and broadcasted messages for the Cheunh to translate it. Eventually the Cheunh started to contact the Stoinians and a dialogue was established. The two nations started to exchange intelligence on the Mardakii and began to hunt them down. After several months the central hub of the Mardakii was located, a small desert planet. A joint operation to capture the planet was held and was a resounding succes. Both sides impressed each other. The efficiency of the Cheunh impressed the Stoinians and the Stoinian technology impressed the Cheunh. Eventually both sides became heated with one another as the planet was a strategically located one for the Cheunh, but the Stoinians wanted to hunt down Mardakii and open new reserves. With tensions rising King Andrei III sent a proposal to the Cheunh. They could keep the planet if they became part of the Star Kingdom. The Cheunh heavily debated the proposal, but a consensus was reached after several negotiations with King Andrei. They would become a Special Autonomous Region within the Star Kingdom, this way they would keep some of their independence. The Cheunh realised that the Stoinians could take over the planet and hold it if they wished. There was some resistance to this through the Cheunh Front, a political party which wanted to secede from the Star Kingdom. After 10 years of full citizenship in the Star Kingdom the Cheunh realised that joining the Star Kingdom peacefully was perhaps the best of choices. The Cheunh Ascendancy officially became part of the Star Kingdom on the 11th November 1604 PD.

Astrography

The Star Kingdom consists of around 26.000 star systems. Within these star systems there are 257 colonised worlds. These are then divided into sectors. There a total of twelve sectors each partly lead by one of the Great Noble Houses. The Star Kingdom also consists of a special autonomous region, the Cheunh Ascendancy, lead from their government from Csilla. The Cheunh Ascendancy although a special autonomous region, acts more like a powerful sector. As of recent, the Kontauri Ascendancy acts in a similar way, but a much smaller scale.

Politics and Government

The Star Kingdom is lead by the Monarch, but he is helped by the civilian government. The civilian government uses a unitary bicameral system. Legislative power is held by Congress which consists of the Planetary Assembly and the People’s Assembly. When there is an equal number of votes for or against a certain legislation, then the High Sentinel, the head of the Congressional Guard, may also vote. Executive power is held by the Royal Cabinet, which is lead by the Chancellor with the Kings grace and elected by popular vote. The King however may overrule the Chancellor’s decisions at any given time. The Cabinet is divided into multiple ministries that influence the civilian populace daily life. Although the Ministries of Colonial Affairs and Foreign Relations work with the Military branch of society in some degrees. Apart from these institutions there also is the Royal Court which is the judicial part of the government.

National Political Structure

Planetary Assembly

One Viceroy and Senator represent the planet in the assembly. Viceroys are hereditary titles and held by nobility. Senators are elected by popular vote and serve mandates of 8 years. However, both these roles are not immune to a planetary referenda to resign them. There are at the moment 514 seats int he Planetary Assembly.

People’s Assembly

Each planet has a number of representatives in accordance with the total number of its population. Each representative is elected for 4 years. They however fulfill their mandates and are immune to planetary referenda. There are a total of 845 seats in the People's Assembly.

Ministries

  • Ministry of Finance: Responsible for managing the government’s budget and expenses.
  • Ministry of Education: Responsible for education on all colonies.
  • Ministry of Law: Responsible for the judicial branch.
  • Ministry of Industry: Responsible for the development and maintaining of planetary and system industries.
  • Ministry of Agriculture: Responsible for regulating food production and distribution.
  • Ministry of Trade: Responsible for regulating trades and their fiscal side and managing of trade routes.
  • Ministry of Bioscience: Responsible for regulating scientific advancement and healthcare.
  • Ministry of Infrastructure: Responsible for planetary infrastructure and energy systems.
  • Ministry of Colonial Affairs: Responsible for colonial affairs and expansion of the Star Kingdom. New Colonies must be approved by the Military before its founding can begin. The Military also holds a 15-year mandate for the first part of the colony’s development.
  • Ministry of Foreign Affairs: Civilian part is fully responsible for trade partnerships. Co-run by Military for formal alliances that imply the Military.

The Great Houses of the Star Kingdom

Originally big shareholders of the colony project, they now serve as the nobility of the Star Kingdom and help in its governance. Not all major shareholders took nobility titles, but instead opted for exclusive industrial mining rights. These noble houses are now the King’s backbone and represent his interest on the many colonies.

  • House McGregor: Lead by Lord Ewan McGregor, nobility of the Corillian Sector.

  • House Selassie: Lead by Lord Mohammed Selassie, nobility of the Paragon Sector.
  • House Yang: Lead by Dame Chin-Ling Yang, nobility of the Qingdao Sector.
  • House Thorne: Lead by Lord Ethan Thorne, nobility of the Tozorian Sector.
  • House Zhukov: Lead by Lord Yuri Vasilyevich Zhukov, nobility of the Gagarin Sector.
  • House Rouhani: Lead by Lord Navid Rouhani, nobility of the Charian Sector.

National Representation System

Each planet has a Senator and a Viceroy which represent their planet in the Planetary Assembly for a term of respectively 8 T-years or for life. In case planets don’t have a viceroy, they can appoint two Senators. Senators can be recalled by planetary referenda. Each planet has a number of representatives in accordance with the total number of its population. Each representative is elected for 4 T-years. They however fulfil their mandates and are immune to planetary referenda. The number of representatives is decided according to the following guide:
Population of 10.000 = 1 Representative
Population of 100.000 = 2 Representatives
Population of 1.000.000 = 3 Representatives
Population of 10.000.000 = 4 Representatives
Population of 100.000.000 = 5 Representatives
Population of 1.000.000.000 = 6 Representatives
Population of 10.000.000.000 = 7 Representatives
Population of 100.000.000.000 = 8 Representatives
If a planet grows in population to the next level or loses population, than the number of seats will be adjusted by next elections.

Foreign Policy

Stoinian Foreign policy is dictated by the King himself. He is however assisted by the Chancellor, Ministry of Foreign Affairs and the Royal War Council. This may initially seem as a long and slow method to make policy, but the King ultimately makes the final decisions and must enact any formal treaties with his own signature. The Stoinian Star Kingdom has become considerable major force through its prominent and active foreign policy. Trading agreements with other star nations have become popular over time and most star nations can expect cooperative Stoinians, however, exceptions still do occur. The Star Kingdom is expanding its influence in Sector A1-0 and is expected to become one of the more dominant powers in the next years.

Stoinian at heart, Terran by blood Is one of the Stoinians' sayings. Their goal is to protect Humanity at large after they learned that Terra had been lost. They wish to meet their fellow Terrans and live in peace with them, for they are bound by the same Terran blood. They do not wish to bring the remnants of Humanity under one banner. For if all Terrans lived under one banner, they would be vulnerable if the banner turned against them. However, if any said banner proves to be oppressive against Terrans, then repercussions may follow by the Stoinians.

Survival of the fittest Non-Terran sapients, commonly referred to as xenos in the Star Kingdom, are initially viewed as inferior and to be subjugated under the guiding hand of the Terrans. Although this guiding hand has barely seen practice, its role and methods are a highly debated subject in Congress as a result from the Cheunh Compromise. Although the Stoinians themselves have had to face the reality that only the fittest survive. First with the Mardakii and then the Velutarians. These are commonly referred to as respectively the Trial of Strength and the Trial of Intelligence. They faced enemies who were either biologically or technologically superior, but through perseverance, they have beaten both of them. Thus they wish to impose this rule amongst anyone who challenges the Star Kingdom. If need be, even against fellow misguided Terrans.

The Cole Protocol This protocol was designed by High Admiral Preston Cole to ensure Stoinia's survival in the stars. The most important part is that the location of Stoinia should be kept a secret at all times. All memory banks on ships have to be either destroyed or wiped, to prevent it from getting into enemy hands. Only after a non aggression treaty has been signed, may the location of the civilian planets be given away. Military outpost have to be kept a secret at all times, unless said nation is on the same side as the Stoinians. Only then may they be exempt from secrecy. Apart from that a list of rules was made to be used in event of a first contact situation. At least one of two, the King or the Strategos, isn't allowed to initiate contact. A military ruler must at all times be in place if a first contact war brakes out. The military strength must be showed to any neighbouring nation. During any procedure to initiate contact a task force shall be formed with enough firepower to ensure its survival, but not large enough to form an invasion fleet.

Law enforcement

Planetary Governance

Although there is a standard set of a planetary government system, this can vary from planet to planet. This can reflect certain values of the ethnicity of said planet. Although there are rules from the Stoinian Constitution that can't be broken, such as the separation of power, democratic process and the secularity of a planetary state. Military power is also separated from civilian institutions. Planetary constitutions can be adapted through referenda and the federal government has no say in such matters, except in times of crises. Smaller governments within a planetary government may exist as well. These serve as a way to ensure limited self-governance for either ethnic minorities (though this rarely occurs) or minorities on an orbiting moon.

Executive Branch

Planetary Cabinet

The planetary Cabinet serves as the advisory council to the Governor and are appointed by him/her. Although the structure of each planetary cabinet may vary, most are of the following composition: Governor, Lieutenant Governor, Head of State, Commander in Chief, Minister of Law, Minister of Finance, Minister of Education, Minister of Industry, Minister of Agriculture, Minister of Trade, Minister of Bioscience, Minister of Infrastructure, Secretary of Planetary State and/or Minister of Tourism, Secretary of Migration, Secretary of Veterans’ Affairs.

Governor

The planetary Governor is the highest elected official in planetary state governments. He serves as the Head of Government of his/her planet and holds executive power. They serve a term of 5 T-years, although this number may vary according to the planet’s law. The shortest term is that of one year as a Consul of Italia and other Nova Roman colonies. The exact title of a Governor may vary e.g. Consul, Shogun, Aristocra, Batahn Aristocra, Megas Logothetes, Zaixiang, Vazîr-i Aʾzam …

Lieutenant Governor

The Lieutenant Governor is an official in planetary state governments. In most cases, the Lieutenant Governor is the highest officer of state after the Governor, standing in for that officer when they are absent from the state or temporarily incapacitated. In the event a governor dies, resigns or is removed from office, the Lieutenant Governor typically becomes Governor.

Commander in Chief

The Commander in Chief (also called Legate in Chief or Syndic in the Cheunh Ascendancy) is given the honorific rank of Legate which can be given to any Officer of high enough rank. Usually this is a Major General, but Colonels have been known to be given the position. They also are the Supreme Commander of a planet’s forces. Both active and reserve personnel. They may also command a small planetary defence fleet (limited to 250 ships) which is commonly used for anti-piracy operations.

Nobility

The nobility is appointed by either the monarch himself or by one of the Great houses. They serve as the planetary Head of State. According to a planet’s constitution, this may determine whether they have any real power. More often than not, they don’t hold any power within a planetary government and act as the monarch’s representative. The role of Viceroy is typically appointed to the heir of noble rank or another member of the noble house. This title is hereditary and holders of the title usually serve until they become Heads of State. This is a contrast with civilian politicians who grow toward federal politics from planetary politics, while the nobility works from federal politics to planetary politics. This serves to bring all interests on every political level. The Viceroys are also members of the Planetary Assembly in Congress where they have legislative power.

Legislative Branch

Each planet has a legislative branch, though the exact form of it can vary. Most planets have opted for a unicameral legislature to keep things simple. Bicameral and tricameral systems of government also exist within the Star Kingdom but are considerably rarer. In some cases, even councils take the legislature for themselves such as on Shikoku where a Shogunate serves as both executive and legislative branch. It should be noted that this form of government only exists as a way to preserve certain ethnic traditions. Within such systems, the Stoinian monarch has considerable power to intervene if necessary. Members of the legislative branch are commonly elected by popular vote and serve their terms. The details of their terms are determined by planetary law.

Judicial Branch

The judicial branch is always kept separate from the other two branches of government. The highest judicial authority is the Duke’s Bench, which serves as the supreme court of a planet. Note: the naming may vary as it follows the peerage of that planet. Meaning that a planet may have one the following names for its highest court: Grand Duke’s Bench, Duke’s Bench, Count’s Bench or Baron’s Bench. These are encompassing the Crown District Courts who in turn are divided in Crown Appellate Courts.

Military

The Stoinian Armed Forces is an essential pillar of Stoinian society. It serves as the main protection of the people of the Stoinian Star Kingdom, led personally by the Monarch itself. Its goal is not only to protect every Terran and Stoinian citizen within the Star Kingdom, but also protect the Terrans abroad. Since the MacArthur Reformations the Armed Forces have become completely independent from the civilian government. For this reason its head is the same as that of the government, the Monarch. The military also has its own law and justice system and rules of engagement as to not be a free playground for warmongers. Military personnel don't have a salary from the civilian government, although they receive special military pensions and help from the civilian government after their service time. Because of the nature of colonial expansion within the Star Kingdom, the military is mandated to govern the first 5 years of a colony's lifespan after a joint approval by the Ministry of Colonial Affairs and the Colonial Expansion Department in the Armed Forces. The Stoinian Armed Forces is a formidable fighting force even though its active members make 0,05% of the total Stoinian population. Because of the nature of Stoinian society, there also are a lot of reservists which puts the fighting force to roughly 5% if taken into calculations. These reservist however are solely used for defensive purposes and are not immediately mobilized when an offensive war or a crusade is called upon.
Estimations put the total number of personnel at roughly 10,7 billion of which ~6,680 billion serves in the Royal Army, ~168 million serves in the Royal Marine Force, ~350 million as ship personnel, ~1,3 billion as pilots and the rest (~2,2 billion million) are spread over specialized roles ranging from Spartans to Chaplains and Logistics Officers to PR-representatives.
The centre of the Stoinian Armed Forces is the Stoinian Royal Navy which is omnipresent throughout the Star Kingdom. It is estimated that the Royal Navy boasts over 530.000 ships and has become a symbol of the nation. These numbers however are heavily guarded against other nations and while the Armed Forces aim for 600 ships per planet, if asked Stoinians will tell that merely 20 ships per planet is the size of the Navy. This is to keep the large Navy of the nation a secret to help with the war effort. Not even to their allies will they tell the true size of their military in the beginning unless absolutely needed.

Demographics

The Star Kingdom holds about 18,762 trillion citizens. 83.62% are Terrans while the other remaining 16.38% are Cheunh. The Star Kingdom is responsible for their protection be they Terran or Cheunh. The Cheunh were peacefully annexed in 1593 PD through the Cheunh Compromise and have since then proved worthy of the Star Kingdom. The Terrans are your standard humans from old Earth. However, there may be some small variations such as height due to the varieties of inhabited planets. It is considered quite rude to call a Terran a human, this is because they prefer the name Terran as a reminder to the proper name of Earth, Terra. The Cheunh on the other hand are a bipedal humanoid species, with blue skin and glowing red eyes. They are very similar to Terrans in appearance, but there are some other differences. For example, they mature twice as fast as humans and are considered elderly at the age of 60 Terran years. They also tend to breed slower than the Terrans, but this seems to be due to cultural norms.

Ethnicities

The Stoinian Star Kingdom was founded on the principle to preserve Terran cultures and ethnicities. The state therefor has made programs throughout the nation's expansion to dedicate planets to preserve these cultures. The Stoinians have taken great pride in their Terran traditions, but cultures do evolve and some Stoinians have even tried to reinstate old Terran cultures of old. These cultures had to adapt to the larger Stoinian culture (called Stoinism), survival and frontier spirit. On large metropolitan planets such as sector capitals, some cultures have collided together and formed new ones. The original Terran cultures have also been subject to a few rebranding and have since evolved to become different from their old Terran counterparts. There is a distinction between the cultures evolved directly from Terra (called as Terran) and those who were the result of a mixture of multiple Terran cultures (called Neo-Terran). Terran ethnicities are often rebranded by the larger Star Kingdom after their primary planet which was designated to preserve that culture and Stoinians at large will refer to their rebranded names. Though exceptions exist as some ethnicities are named after their nicknames or even skin colour. Despite this, there is no racial stigma between the ethnicities, though on planets where a Terran culture has a strong presence there may be some frictions as those families expect their members to continue their lineage. This has devolved over the years and knew its height during Traian's rule. Despite this, all Stoinians are required to learn English as it serves as the common tongue in the Star Kingdom and all government operations are done in English. This may differ on planetary governments though.

Neo-Terran Ethnicities and Subcultures

Louisianan

Lousiana was one of the main planets colonized by the Stoinians and from the start it was a melting pot of all Terran cultures. Louisianans commonly have brown hair and eyes. They also tend to be taller then most Stoinians and have a sturdier build. Their skin also tends to be slightly weathered from Louisiana's rain hurricanes. They also tend to be excellent mechanics as street racing is a prominent aspect on Louisiana and they modify their cars themselves. Louisianan culture is predominantly influenced by Neerian culture and form a large proportion of members within the ranks of the military and are known to be noise makers with blunt opinions.

Reachian

Although the planet Reach fell during the Velutarian War, its culture still lives on. The original settlers were of Neerian and Sinaian origin and have mixed their culture. Though Neerians are mostly Protestants, Reachians are predominantly Stoinian Orthodox like the Sinaians. Compared to both cultures, Reachians tend to be less blunt and more reserved. They also tend to be more open than most Stoinians and quicker to take the blame in day to day problems.

Kuatisian

Kuatisian is a result from the mixture of Nemtian and Neerian colonists on Kuatis. Kuatisians have become synonymous with their Drive Yards and their culture reflects it. Like the Louisianans, there are no clear ethnic distinctions as there is a wide variety within the Kuatisians. They have grown a hardworking culture however, often using new and unorthodox methods to apply to their problems. They also have likely grown up in some capacity on the Drive Yards Ring and are often seen on other space habitats as primary inhabitants as they have grown accustomed to the setting.

Nova Romans

Nova Romans are a result of colonists reviving ancient Roman culture. Although Nova Romans are perceived to be white with dark hair, members with diverging looks are also considered Nova Romans as long as they uphold the Nova Roman culture. Though their origins will likely be seen in their cognomen such can be seen in the name Spurius Nigidius Niger. Niger signifies that this man has a black skin colour, though this was often seen as negative in previous times, Stoinians have learned to dismiss such rhetoric and often take pride in it. It should also be stated that Nova Roman culture is also more blunt than other Terran cultures. People will give descriptive cognomens which can last well into ten generations despite that description being lost by then. In Niger's case this is due the case of a majority white populace on Italia and have reaffirmed the man's uniqueness compared to the rest, albeit it through his skin colour. This doesn't mean that he is viewed as lesser, on the contrary the Nova Romans are highly utilitarian and highly value inner strength. What makes Nova Romans special is their eccentric rituals and customs (festivals, sexual openness, drunkenness festivals, ...) and their renewed religion of the Unconquered Sun: Deus Sol Invictus. Most other Stoinians would see them as decadent, though they make up for it with their lust for combat, especially melee combat. They have also grown fond of their fashion and traditions and will not hesitate to explain it to anyone, albeit with a tone of superiority. Another detail is that they speak a dialect of Latin, thus resurrecting the language from the dead.

Neo-Byzantine

Like the Nova Romans, the Neo-Byzantines have revived early Byzantine culture of old. They are somewhat similar to the Nova Romans, but have grown to be devout followers of Stoinian Orthodoxy. They refrain from the Nova Roman eccentricities as a reflection of their strong belief in Stoinian Orthodoxy. They also have a tendency to preach their religiosity and entangling people in theological debates. They often are educated in both Latin and Greek.

Elysian

While Elysian is a direct continuation of what remained of French culture, it has taken some Sinaian elements as Sianaians took over their culture to help protect the culture. This has resulted in some customs being adopted into the French dominated culture. Elysians tend to be more progressive and reflect it most commonly in their modern architecture which boast technological advancement. They also do have a reputation as heavy eaters and it isn't uncommon to see Elysian eat a small fourth meal later into the night.

Rhodesian

Rhodesia attracted many Anglican farmers, but they eventually changed over the centuries. Their accent changed over time and even their skin got a darker tone. They also adopted Stoinian Orthodoxy as their main religion and have spread since on many farmer worlds. Like the Boers, they are renowned farmers and their culture has many festivals to reflect it. They also tend to live on more rural worlds with an advanced ecosystems which they most likely will try to tame. While the Boers were the primary frontier pioneers in early days of the Kingdom, it's the Rhodesians who have taken their place as master farmers in the Star Kingdom as they spread more widely than the Boers.

Skandian

Because colonists of Scandinavian origin were sparse, they grouped together to form a large Scandinavian culture mixing all of them into one culture. For this reasons, the other Stoinian ethnicities called them by their abbreviated name: Skandians. Skandians tend to be paler, but not as pale as Anglicans. They often inhabit planets with higher gravity and their stature reflects it as they are the tallest ethnicity and have a bulkier form. Both sexes tend to bear longer hear and braiding it is seen as acceptable by both sexes. All in all, they tend to differ between biological differences in their communities.

Culture

Although there is not a single Terran culture which dominates the Star Kingdom, the Star Kingdom has its certain culture which binds all the different cultures together. This is officially done by several public holidays. Amongst these are Colony Day, King’s Day, Victory Day, New Year’s Eve and New Year’s Day, Christmas, Easter, Independence Day and the Celebration of Life. Otherwise the Stoinian people from different Terran cultures participate in each other’s cultural event. One of the most common of these events are traditional folk dances on holidays. There are also national events, such as the Great Hunt. The Great Hunt consists of a televised format where the best hunters from all around Stoinia hunt the Mardakii, which once invaded Stoinia itself.

Religions

The Star Kingdom upholds the value of free religion, though the old Terran religious are very prominent. Because of the colonies new location, certain reforms had to be made in some religions. The Catholics appointed a new Pope and their priests were allowed to marry due to the heavy population loses. The different Christian Orthodox churches united into one, though as time went on more Patriarchs were added. The protestants did also resume their religion. Buddhism, Judaism and Hinduism also remain although in much smaller numbers. Because of the small number of Shintoïst, they heavily maintained their religion. However their ikigami was distant and for this reason King Andrei I, while still a Crown Prince, grew up a part of his life amongst the Shintoïst enclave on Stoinia. He would come to respect the people and learn their traditions,. Eventually when he was crowned King, the Shintoïst named him the ikigami of the Stoinian Shintoïst. It would still be up to his son to receive the title of Tennō when he granted the Shintoïsts their own planet of Shikoku. Although these had originally been traditional Japanese titles, the Stoinian Shintoïst reused them as the titles were originally intended. On the planet Italia, the Nova Romans also have a similar religion in which they revere the Sun and believe in certain spirits of the community. This Deus Sol Invictus has aspects which have also been seen in the line of monarchs, though they do not revere the Monarch like the Shintoïsts. Islam also remains prominent. Albeit in a more modern interpretation implemented by Taavi Rouhani, a prominent duelist who founded the Great House of Rouhani. Though Islam remains prominent on desert worlds and the Paragon Sector. With a frontier spirit it would seem that new religions would arise, but because of the reforms made by each religion they maintained their popularity. One of the shared values is acceptance and tolerance.

Stoinism

Stoinism is what the Stoinians call the larger Stoinian culture which encapsulates all Terran ethnicities into one larger star nation. The primary belief of Stoinism is the preservation of Terran culture and to protect whilest also cherishing it. Stoinism stands for the survival of a state where all Terran cultures can live together in one state. No repressive actions against Terran cultures can be taken and this also reflects in their approach to other Terran star nations. Often they will accept other Terran culture and show interest in a mutual protection act or at the very least a statement of non-aggression. A strong aspect is that Stoinians must die trying to protect their culture and way of living. To ensure this on a large and efficient scale, Stoinians see no problem in assigning authoritative measures during times of crises like Regent MacArthur's rule, the monarchy and the subservient aristocracy. This is to show that Stoinians have authoritarian tendencies even if they are a staunch believer in democracy. Order is highly respected in Stoinian society as a tool for authority and seen as necessary to ensure the survival of the Terran species. This is however beginning to be challenged as more and more xeno species join the star nation. Time will tell if this remains exclusive to Terran culture.

Terra Firma

Terra Firma is the Latin motto which is used to describe the staunch believe to protect and cherish their Terran cultures. It summarizes their view on their culture and traditions which they view as standing firmly in a sea of stars filled with darkness by barbarian xeno races. This belief has been firmly held throughout the expansion period of the Star Kingdom when they were forced to fight against non-cooperative xeno species.

New Stoinian Order

The New Stoinian Order is the firm believe that Stoinia should be an active player in astropolitics and show the light in the sea of darkness. This is often coupled with Terran superiority and military prowess. It's the belief of the Stoinian state to bring order to the galaxy through whatever means necessary. Stoinian factions still dispute on how this must be achieved and a highly debated topic in political circles. Members, like the King, prefer an indirect method and wish to achieve it through economic warfare and make other star nations economically dependant of the Star Kingdom, while members, such as the Traditional Party of Colonial Empowerment, wish for a more direct military approach with the subjugation of other star nations.

Stoinian Spirit and Honour

While the Stoinians seek to bring order to the galaxy, they have a code of honour on how to achieve it. This code of honour is to instil the Stoinian Spirit in every Stoinian. The Stoinian Spirit is the fiery spirit every Stoinian is supposed to have and the embodiment of Stoinian essence. This often takes form in a readiness to fight for Stoinia and protect one's way of life. During peacetime, it's custom to follow this way of life to its fullest and traditions have become engrained in the bones of the Stoinians. Honour is also present in Stoinian society and duelling is often used to settle matters where honour is concerned. It should be noted that melee combat is seen as the more honourable way of duelling as it

Peace through Arms

Stoinian society has grown cynical over its history when it comes to contact with xeno nations. The state therefor allows considerable gun property for self defence and other weaponry as well. This is highly regulated and no Stoinian civilian may have plasma weaponry, unless for extreme cases such as dangerous planetary wildlife. Stoinians believe that by arming themselves, they will ensure peace in their day to day lives. Over time, it has become more and more discreet. Though open carriage laws exist, Stoinian society has come to a consensus that there's no need to carry such weapons in an orderly society. Mainly they keep they weapons at home as a last resort for an invasion and protection of their own property. Stoinian Police as a result has also become more militarized to ensure this order. Many Stoinians agree with this stance and view it as a way for the state to protect them without them having the need to do so. Though the Stoinian Star Kingdom has no intention to circumvent the rights of its citizens to do so.

Backbone of Mankind

To ensure the survival of the Mankind, it became abundantly clear to the early Stoinian colonists that they had to reproduce at a higher rate than was normal on old Terra. It the early days it was common to have 10 children, this put a great deal of stress on the woman's body. However, over time the Stoinians have perfected preparations and Stoinian women are required to be fit and engage in special exercises to enhance the muscles needed when giving birth. Stoinian women are highly regarded and respected, often called the backbone of Mankind. Without them, there wouldn't be a Stoinia. Nowadays Stoinian families mostly consist of just 6 children and has steadily decreased in number of the Star Kingdom's existence. This view on women has lead that crimes against women are seen as much graver and rapists are seen as the absolute scum and likely will be killed before their execution by law. However, if a woman is to lie about such a case, she will be shunned from society and will struggle to regain her life.

The Great hunt

The Great Hunt is a yearly televised hunt where the most elite hunter of the Star Kingdom go into the Mardakii Reservation on Stoinia. This Great Hunt is a yearly reminder of the cruelty of the War at Home and an atonement for the Mardakii as a species for their crimes during. It's seen as Terran superiority and triumph throughout the Stoinian society, though some elements have started to question the necessity of it. Nonetheless it remains a very popular event in Stoinian society and will take pride in it more often than not. Commodities from the Great Hunt are highly treasured. These range to claws and hides to meat which require reservations for a month in advance and often end up in a bidding war. The Great Hunters are also highly regarded and become media personalities all over Stoinia. It is also customary that a gift is given to the Royal family as a thanking for its leadership during the War at Home.

Recreational Rights

Hunting and fishing

Because of the frontier lifestyle the colonist had they implemented laws that every animal caught can be kept to sustain oneself. However over the centuries a system came into place where they have to register their catch. Hunting and fishing are kept in high regard and nearly all the populace both men and women know how to hunt or fish. It has become part of being Stoinian and being able to survive in the wild. On some colonies this proven by leaving some children alone in the wilderness, though this practice has become rarer. Hunting however is restricted to projectile based weaponry. Only a select few licensed professional hunters may use plasma based weaponry for extremely though game. With such an enormous populace that participates in hunting a great control is required over the animal population. When an animal is threatened it is banned from hunting for at least 5 years at least to repopulate. However this number may vary for each targeted species. These rules are also more strict on heavier populated worlds. Though on these worlds hunting and fishing has had a steady decline. It still remains a popular hobby or profession on the more outer colonies.

Duelling

Duelling is allowed is the Star Kingdom. Both as a sport or to the death. Though duels to the death are only meant for the most noblest causes. Duelling is categorised in two: melee and ranged. In melee combat often daggers, swords or knives are used. Though the wearing of armour may vary in each region and must be agreed upon by both participants. The first set of rules for duelling were made by the Great Taavi Rouhani, one and a half century after the original colonists landed on Stoinia. Although Taavi opposed ranged duelling, his rules of conduct are still used in ranged duelling. For ranged duelling it is often done by projectile based pistols or revolvers. Any other weapon configuration isn't allowed in ranged duelling. Only Bounty Hunters may use plasma based weaponry on other Bounty Hunters or bounties. Of course not all duels are meant to damage the opponent. It can also be used to settle disputes if both parties agree, which isn't uncommon in the Star Kingdom. Duelling is often done when there are disputes in matters of honour and in some instances even legal disputes.

Bounty Hunting

With more outer colonies being founded, criminals also went to these to practice their illegal enterprises. With them hiding from local enforcement and the Military and Police being too invested in other matters, the Government made it possible for people to hunt down these criminals. Thus the profession of Bounty Hunter was born. Although it is more applicable on the outer colonies, it is also legal on the core worlds. These Bounty Hunters are however licensed to use plasma based weaponry to make their work more efficiently. They are held in high regard by most of the population, though some believe that the law enforcement should take this job all on itself. While most of the Bounty Hunters do have a sense of honour as they are commonly also duellists, there are reports of more brutal Bounty Hunters on the outer colonies. However their actions are still within their professional limits. All Bounty Hunters work as independents or in contracted groups. The Law Enforcement Department has sub departments specialised is helping the Bounty Hunters in their work and maintain it. The more a fame one gets with this job the more likely he is to be contacted by high tier private clients. These contracts are to hunt down criminals who have damaged someone else's property or abused human rights. They often are paid by people who have personally suffered from criminal activity. Amongst these famed Bounty Hunters is Nick O'Carr, who came from the outer colony of Crescent in the Corillia Sector.

Gun ownership

Stoinian citizens are able to own projectile based weaponry as a means to protect themselves, their family and their property. Projectile based weaponry is permitted due to its regulation. There also is high knowledge of such weaponry from an early age amongst the Stoinians. These guns are viewed with extreme responsibility and not something to be taken lightly. If one does not abide by their responsibility they will either be faced by the law or other citizens. However in more rural areas where there is hostile fauna which can withstand projectile based weaponry, the exception to plasma based weaponry may arise. Nonetheless these weapon types are in their infancy, not even fully adopted by the military. Their most common usage is by Bounty Hunters who use it as a more specialised weaponry. Nonetheless plasma based weaponry is currently more expensive to maintain than projectile based weaponry.
